Threat Matrix: Daily Terror Threat - September 2006

Posted on 09/01/2006 8:57:29 PM PDT by nwctwx

:::FreeRepublic's Threat Matrix:::
Five Years Later, We're Still Not Safe
-Full Story-

In the five years since terrorists flew hijacked airliners into the World Trade Center and the Pentagon, Americans have accepted inconvenience, sacrificed personal liberties and paid billions of dollars for a security clampdown that touches virtually every aspect of their lives.

And we're still not safe.

A close examination of the federal government's homeland security effort shows that there have been major accomplishments since the attacks on Sept. 11, 2001. But it also reveals how vulnerable the nation remains to catastrophe.

Persecution of Christians Increases in Uzbekistan

By Jeremy Reynalds
Correspondent for ASSIST News Service

WILTSHIRE, ENGLAND (ANS) -- Protestant church leaders and their families in Uzbekistan appear to be suffering increased persecution.

Uzbekistan is located in Central Asia, north of Afghanistan (www.cia.gov/cia/publications/factbook/geos/uz.html).

That according to reports received by the Barnabas Fund, which says that many of these individuals have now gone into hiding.

These latest reports follow a surge of anti-Christian activity in Uzbekistan over several months, the Barnabas Fund reported in a news release. It is believed, the release stated, that this activity is linked with the Sept. 1 anniversary of Uzbekistan’s independence.

According to the Barnabas Fund, Sergey Hripunov, a well-known church leader and evangelist, was given a week to leave the country with his wife and children. This is the second incident of deportation of a church leader from Uzbekistan in a month.

The leader of a church started by Hripunov was given only 24 hours to leave the country with his wife and two children, the youngest of whom was only two weeks old. They were given no reason for the order.

Around Aug. 24, a group of Christians was arrested in the town of Termez by the Security Services. A number of the Christians, the Barnabas Fund reported, including women and children, were beaten. Some of the group were released the next day, but six men were detained. Officials have yet to give information as to why the Christians were arrested. One of the men detained was a Ukraine national who was visiting friends in Uzbekistan.

In another incident in Aug., a group of Uzbek Christians, mostly young men but also including a pregnant woman, were arrested in Surhandarya. The men were beaten and jailed.

Earlier in Aug. the Barnabas Fund reported, the government increased fines for unregistered religious activity. As a result, those caught sharing their faith will now face fines between 200 and 600 times the minimum monthly salary. This is an increase on the current fines, which stand at 50 to 70 times the minimum monthly wage.

According to some reports, the minister is not exempt from being fined. If a person continues to share his or her faith and is caught a second time they along with their pastor, could face a prison sentence of between three and eight years.

Dr. Patrick Sookhdeo, International Director of the Barnabas Fund, commented in the news release, “In the context of increasing general repression in Uzbekistan, Christian leaders and their families are being targeted as if they were violent criminals to be restrained in the run-up to independence celebrations. I ask Christians around the world to pray that the Uzbek authorities will recognize that the peaceable activities of Christian believers are no threat, but rather a source of positive help to society.”

The Barnabas Fund assists the persecuted church. For more information about the Barnabas Fund, go to www.barnabasfund.org

Hizballah's Rocket Campaign Against Northern Israel: A Preliminary Report

Jerusalem Issue Brief
Institute for Contemporary Affairs
founded jointly at the Jerusalem Center for Public Affairs
with the Wechsler Family Foundation
Vol. 6, No. 10 - 31 August 2006

Hizballah's Rocket Campaign Against Northern Israel: A Preliminary Report

Uzi Rubin

* From July 13 to August 13, the Israel Police reported 4,228 rocket impacts inside Israel from rockets fired by Hizballah. No geographical area in the world has sustained such a large quantity of rocket strikes since the Iran-Iraq war in the early 1980s.

* Most rockets fired by Hizballah at Israel were taken from the Syrian arsenal rather than from Iran. On most occasions, the rocket warhead contained anti-personnel munitions, a mixture of explosives and steel balls or fragments that were lethal to all those caught outside.

* One-fourth of the rockets that landed within Israel landed within built-up areas. During the first two weeks, rocket attacks averaged about 100 per day. Then in early August, Hizballah proceeded to double its rate of fire to a daily average of 200 rocket attacks. There was a decline during the final week, but on August 13, the day before the cease-fire, 250 rockets landed in Israel. Israeli counterattacks apparently had no serious influence on Hizballah's rate of fire, but had an effect on the accuracy and geography of the attacks.

* Israel's losses and damage from Hizballah rocket attacks include 53 fatalities, 250 severely wounded, and 2,000 lightly wounded. There was extensive damage to hundreds of dwellings, several public utilities, and dozens of industrial plants. One million Israelis lived near or in shelters or security rooms, with some 250,000 civilians evacuating the north and relocating to other areas of the country.

* Early Warning sirens provided timely alarms, saving innumerable lives. Israel's long-standing policy of constructing public shelters, combined with building codes that require reinforced spaces in private dwellings, proved to be generally effective as a system of passive defense against most of the rockets fired by Hizballah. Nearly 80 percent of fatalities involved persons caught in the open.

* Rockets and rocket launchers emerged as one of the defining weapons of the second Lebanon War and will remain so in the foreseeable future. This impacts on the security of U.S. and Western interests in the Middle East. Effective response measures must be devised and deployed as soon as possible. Two objectives should be pursued: first, to reduce the "Flash to Bang" (Hizballah rocket launch to Israeli response) cycle time to a few seconds from the time of launcher location pinpointing; and second, to develop and deploy effective and affordable active defense against rockets to protect vital civilian and military installations.

On July 12, 2006, Hizballah crossed the Israeli-Lebanese border in an ambush, killing three Israeli soldiers and kidnapping two wounded soldiers. Five more Israeli soldiers were killed after the army entered Lebanon in pursuit. The following morning (July 13), Hizballah fired a Katyusha rocket from Lebanon that landed on the main street in the Israeli resort city of Nahariya, killing one woman and injuring at least ten people.

From July 13 to August 13, the Israel Police reported 4,228 rocket1 impacts inside Israel from rockets fired by Hizballah. No geographical area in the world has sustained such a large quantity of rocket strikes since the Iran-Iraq war in the early 1980s. The rocket attacks on northern Israel were anticipated and were factored in to the decision to respond in force to Hizballah's July 12 attack.

Most of Hizballah's Rockets Came from Syria

The great majority of rockets fired at Israel came from Syria. They included:

* Grad-type 122mm Katyusha, range 30 km., warhead 30 kg.

* Improved Grad 122mm Katyusha, range 50 km., warhead 30 kg.

* "220mm rocket," range 70 km (probably Syrian-manufactured Russian "Ouragan" Multiple Launch Rocket System [MLRS])

* "B302" 302mm rocket, range 100 km, warhead 175 kg. (probably Syrian-manufactured Chinese WS-1 MLRS).

The head of IDF Military Intelligence, Maj.-Gen. Amos Yadlin, told the Knesset Foreign Affairs and Defense Committee on August 24 that with the exception of the long-range Iranian Zelzal missiles, most rockets fired by Hizballah at Israel were taken from the Syrian arsenal rather than from Iran.2 However, debris from an Iranian-made 240mm Fajr 3 with a range of 45km has also been identified. IDF Chief of Staff Dan Halutz told the Knesset Foreign Affairs and Defense Committee on August 16 that Israel was "successful in destroying 90 percent of [Hizballah's] long-range rockets."3

On most occasions, the rocket warhead contained anti-personnel munitions, a mixture of explosives and steel balls or fragments that were lethal to all those caught outside. Out of the 53 people killed in Israel by Hizballah rockets, 41 were outside when the attack occurred.

Hizballah also attacked Israeli naval vessels with the "Noor" (C802) anti-ship missile that killed four Israeli sailors aboard the Israeli Navy Ship INS Hanit on July 14. In addition, Israel Radio reported that at least one of the Hizballah UAVs downed by the Israeli Air Force carried a 30-kg. bomb. This was the first recorded use of UAVs as land attack cruise missiles.

The Effects of Hizballah's Weapons

Of the more than four thousand rockets that landed within Israel, three-quarters landed in open areas, but one-fourth (972 - 23 percent) landed within built-up areas. The number of longer-range rockets (50+ km.) fired at Israel was approximately 250.

Patterns of fire could be discerned during the course of the war. From July 13 to August 1, rocket attacks averaged about 100 per day, with a daily fluctuation from 33 to 145. Then Hizballah proceeded to double its rate of fire. From August 1 to August 7, there was a daily average of 200 rocket attacks, with a range of 160 to 215. Between August 7 and August 13 there was a decline, with the highest daily figure reaching 160. However, on the final day before the cease-fire (August 13), 250 rockets landed in Israel. At one point during the war, Hizballah achieved a rate of fire of approximately 150 rockets per hour. Overall, Israeli counterattacks, while affecting accuracy and deflecting fire from Haifa during the last phases of the war, apparently had no serious influence on Hizballah's rate of fire.

It was also noted that Hizballah had changed tactics in August, concentrating more rockets at the same target, and repeating attacks on points it had just attacked, as those in the shelters began to emerge after what they believed was a safe interval.

Israel's losses and damage suffered from Hizballah rocket attacks include 53 fatalities, 250 severely wounded, and approximately 2,000 lightly wounded. There was extensive damage to hundreds of dwellings, several public utilities, and dozens of industrial plants. Some 500 forest and brush fires were caused by rocket impacts. One million Israelis had to stay near or in shelters or security rooms, with some 250,000 civilians evacuating the north and relocating to other areas of the country. Most economic activity in northern Israel was suspended for a month.

Israeli Response Measures

Early Warning sirens provided timely alarms, saving innumerable lives. Israel's long-standing policy of constructing public shelters, combined with building codes that require reinforced spaces in private dwellings, proved to be generally effective as a system of passive defense against most of the rockets fired by Hizballah. Nearly 80 percent of fatalities involved persons caught in the open.

In terms of active defense measures, most rockets were detected and tracked by early warning means which presumably provided launch point locations. Counter fire by conventional artillery was marginally effective, as were raids by special forces units on rocket launchers and command posts. Attacks on launchers by air power were moderately effective inasmuch as they degraded the accuracy of the rocket launchers and pushed them out of the optimal launching zones against Haifa. Thus, downtown Haifa was not hit during the later phase of the conflict, except during the last day (August 13) when Hizballah staged an extra effort for this purpose.

Conclusions and Recommendations

Rockets and rocket launchers emerged as one of the defining weapons of the second Lebanon War and will remain so in the foreseeable future. It stands to reason that this will impact throughout the Middle East and encourage radical movements to adopt rocket attacks against U.S. and Western forces and assets. Effective response measures must be devised and deployed as soon as possible.

Rockets and launchers are complex targets: there is no silver bullet to do the job, rather, a "tool kit" approach is needed, offering an array of interconnected solutions. The top priority to ensure Israel's security is to:

* Reduce the "Flash to Bang" (Hizballah rocket launch to Israeli response) cycle time to a few seconds from the time of launcher location pinpointing.

* Develop and deploy effective and affordable active defense against rockets to protect vital civilian and military installations.

U.S. Marines In Iraq Find Multiple Weapons Caches

American Forces Press Service

WASHINGTON, Sep. 4, 2006 – U.S. Marines from Regimental Combat Team 5 found hundreds of weapons recently during Operation Rubicon in Mushin, Iraq, west of Habbaniyah, U.S. officials reported.
The Marines, assigned to 3rd Battalion, 2nd Marine Regiment and 2nd Reconnaissance Battalion, seized more than 500 mortar rounds, nearly 100 artillery rounds, more than 130 rocket-propelled grenades, an excess of 120 grenades, 22 mines, 10 mortar tubes, 20 rifles and machine guns, 18 sets of body armor and various other items including binoculars and bayonets.

“This area was definitely an insurgent stronghold,” said Cpl. Brandon M. Stair, 25, a team leader assigned to 2nd Reconnaissance Battalion, who was among the group that discovered the cache sites.

The insurgents, Stair said, had stored “stuff for the long fight, and they had stuff for tomorrow.”

One cache yielded 500 blasting caps, each one capable of detonating a single improvised explosive device. Another cache yielded mortars. Another was a stash of sniper rifles.

“Every cache was a separate set-up,” explained 35-year-old Gunnery Sgt. Kenneth A. Westgate, assigned to 2nd Reconnaissance Battalion.

“We usually find just mortars or just guns. These had a mix of everything.” Sgt. Joshua D. Cross, a 26-year-old reconnaissance team leader, said.

A local Iraqi thanked the Marines for helping to clear the area of insurgents, Cross said. “He was real grateful for what we were doing there,” the Marine said.

Iraqi Police Kill Insurgent Kingpin in Rawah Shootout

American Forces Press Service

WASHINGTON, Sep. 4, 2006 – Iraqi police killed one of the most wanted insurgent leaders in the Euphrates River Valley during a Sept. 2 counterinsurgency operation in the city of Rawah, U.S. officials reported.
Sadam Shihab Ahmad had played a key role organizing local anti-coalition operations, officials said. He also was suspected of involvement in the beheading of a Rawah policeman earlier this year.

When Ahmad, along with an accomplice, saw Iraqi police approaching their position in Rawah, the two suspects attempted to flee in a vehicle, but the police blocked their escape route.

A policeman ordered Ahmad and his passenger to exit the vehicle with their hands up. Refusing the order, Ahmad pointed an assault rifle at the policeman, who then fired several rounds at Ahmad, killing him.

Immediately after the shooting, Ahmad’s passenger exited the vehicle and threw a hand grenade at the policeman, but it failed to explode. The policeman then shot and wounded the suspect. The wounded insurgent was taken to a U.S. military medical facility, where he was reported to be in stable condition. The police also detained a third suspect.

The Rawah operation illustrates how the Iraqi police are fast-becoming a viable law enforcement organization, said U.S. Marine Maj. Lowell F. Rector, officer in charge of the police transition teams in western Anbar province.

“The Iraqis are gathering their own intelligence, following up on leads, executing what they’ve been taught by coalition forces and are catching the bad guys,” said Rector, a 42-year-old reservist who’s a police officer in Columbus, Ohio.

The Marines’ 3rd Light Armored Reconnaissance Battalion, Regimental Combat Team 7, is responsible for training and mentoring the Iraqi security forces in Rawah.

RCT-7 also is responsible for western Anbar province, a 30,000-square-mile-area that stretches from the Jordanian and Syrian borders hundreds of miles east to Hit, a city about 70 miles northwest of Ramadi.

Apaches Blast Terrorists’ Vehicles in Western Baghdad

By Sgt. 1st Class Reginald Rogers, USA
Special to American Forces Press Service

BAGHDAD, Sep. 4, 2006 – Two Longbow Apache helicopters provided air-to-ground support to American soldiers by blasting enemy vehicles during action in western Baghdad yesterday, U.S. officials reported.
The flight of choppers from Multinational Division Baghdad’s Combat Aviation Brigade teamed up to assist U.S. ground forces from the division’s 2nd Brigade Combat Team, 101st Airborne Division.

The combined effort resulted in one terrorist killed, four captured and two terrorist’s vehicles destroyed, officials said.

The Apache crews were conducting a combat air patrol mission when they received the call to assist. At about 4:45 p.m., the pilots noticed two abandoned vehicles near where the attack was reported.

“The vehicles were staged for the (terrorists), who tried to engage the infantry guys,” explained Army Maj. Byron Needum, one of the Apache pilots assigned to the CAB’s 1st Battalion, 4th Aviation Regiment. “When we got there, the infantry had already got the best of them and detained three.

“They were still looking for more (terrorists),” Needum continued. “That’s when we found the vehicles, and vehicles didn’t fit the situation.”

Apache teams rarely have to engage the enemy once they arrive on the scene, Needum said.

“Normally when we get there, people don’t want to ‘play’ anymore,” he explained. “Even if we don’t engage the enemy, our presence alone helps the ground guys out.”

Helicopter crews have a picture-window view of enemy activity on the ground, Needum said. That advantage, he said, is often used to support U.S. ground forces.

“We have a different vantage point, and we can see farther than you can on the ground,” said Needum, who is also the company commander for his battalion’s Headquarters and Headquarters Company. “I don’t think they would have seen those (enemy) vehicles without us.”

According to Chief Warrant Officer Scott Quaife, who piloted the second of the two Apaches, his team spotted the two vehicles upon arrival to the location, but could not engage without receiving confirmation that they belonged to the terrorists.

“We spotted the two Bradleys, and they had already opened fire on the canal with their 25 mm guns,” Quaife explained. “They said there were two possible (terrorists) running in the canal, but we didn’t find anybody.”

Then, Needum’s helicopter crew noticed the two vehicles, Quaife recalled, “so we investigated the vehicles. We called the (ground unit) and told them we thought the vehicles were the enemy’s.”

Quaife said the ground unit sent personnel to investigate, and once confirmation was given, the helicopters attacked the enemy vehicles.

“The ground unit’s leadership approved the Apaches to destroy the vehicles to keep its soldiers safe,” Quaife said. The ground unit reported that the two vehicles contained loaded AK-47s, he said, and possible improvised explosive device-making materials.

The Apache team fired on the vehicles with at least 150 rounds from its 30 mm machine guns and shot four rockets, Quaife said. The barrage, he said, destroyed both vehicles.

“The lead vehicle blew up and caught on fire after being engaged by Needum’s helicopter,” Quaife said, noting his chopper crew “shot two rockets to help destroy the other vehicle.”

Officials said a post-engagement assessment showed that the ground unit had killed a terrorist, wounded another and detained three. The soldiers also found a weapons cache containing four rocket-propelled-grenades, two RPG launchers, an AK-47 rifle, three machine guns with 100 rounds, a pair of flares and numerous rounds of 7.62 mm ammunition.

"We have the Islamic right to kill these journalists and media"

An "Islamic right to kill"? Expect Ibrahim Hooper of CAIR to fire off a stern letter to Mullah Dadullah forthwith. "Top Taliban military commander dismisses NATO casualty reports, warns journalists," from AP, with thanks to Harrie:

KANDAHAR, Afghanistan The top Taliban military commander on Monday said that NATO's claims to have killed more than 200 insurgents over the weekend were propaganda and warned that his men would target journalists who reported "wrong information" given by the U.S.-led coalition or NATO.
"They are saying that they have killed 200 Taliban but they did not kill even 10 Taliban," said Mullah Dadullah, Taliban military commander for south and southeastern Afghanistan. "They are just destroying civilian homes and agricultural land. They are using the media to do propaganda against the Taliban."...

"From today, I want to tell journalists that if in future they use wrong information from coalition forces or NATO we will target those journalists and media," Dadullah said. "We have the Islamic right to kill these journalists and media."

Broadcast Taliban propaganda, or die. Remember that in the coming weeks when you see reports coming out of Afghanistan.

Well, I don't think they want a clone (althought I know what you mean); they just want their way and will employ any means to reach that endeavor -- in my opinion.

N. Korean Missile Export... Blocked by China(a factor in forcing missile launches?)

N. Korean Missile Export... Blocked by China

[MBC TV 2006-09-04 21:30]

(Translator's Note: This is the transcript of an evening news segment)

[News Desk]

Anchor: N. Korea's missile export is being blocked.

After shipment by sea had been blocked, N. Korea has been trying to use air shipment, but China is blocking it, according to what we have found.

Sino-N. Korean relation is not what it used to be.

Correspondent Shin Kyung-min will be reporting.

Correspondent: S. Korean government confirmed to us that N. Korean planes carrying missile components have been blocked by China from using Chinese airspace on many occasions since 2005.

U.S. intelligence monitoring N. Korea tipped off information on (N. Korean) air shipment of missile components, and China followed on it.

It is rather noteworthy that China, who did not join U.S.-sponsored PSI, Proliferation Security Initiative, accepted the U.S. requests.

Banning the use of its airspace naturally upset N. Korea, even feeling China betrayed them.

This might have been a factor when N. Korea went ahead of missile launches despite China's strong warning.

To N. Korea, missile is the symbol of N. Korean military power, bargaining chip to use against U.S., and premier export product.

In 2001, N. Korea is estimated to have earned 560 million dollars from missile export. After PSI is imposed late 2003, its revenue from the export plummeted to 100~200 million dollars annually, and missile export has been no longer done by sea, but by air.

After Chinese ban, (N. Korean) missile export route is almost completely blocked. Currently, about 1,000 missiles are sitting at a warehouse, and the missile inventory is turning into a headache, according to what we have learned.

N. Korea's disappointment at China is rising, and the relation between two countries is expected to move away from the old arrangement.

Shin Kyung-min reporting for MBC News.

UK police used Islamic school for diversity training

Snip: U.K. police officers were given ``diversity training'' at an Islamic school southeast of London that's now at the center of a terrorism investigation.

Anti-Terrorist Branch police from London raided the private Jameah Islameah school in East Sussex and in the same inquiry arrested 14 people in London Sept. 1 and 2. The county's police force said its own officers visited the school as many as 15 times for training to improve their awareness of Muslim culture. London police said the raids aren't tied to the 2005 London bombings or arrests Aug. 10 over an alleged plot to bomb planes.

Peace citizens threaten to behead Muslims

Snippets: This brings to mind the 7000 Russian Muslims imported outside Philadelphia. Congress and President Bush granted them all furnished homes, health benefits, US citizenship and pensions. This was in the naïve phase of our governmental dealing with Muslims. But now that the world has come to know that Islam is no “peace religion,” American officers must be vigilant that this Muslim colony does not harbor sleeper cells intent on destroying our republic.

In other Muslim news, according to IslamOnline.net, “videos showing far-right British extremists threatening to behead Muslims in the European country and tear their guts out have been viewed by hundreds and posted on the famous American movies website, YouTube.

“The clips show three white British men, wearing black masks and brandishing knives, clubs and weapons, The Sunday Times reported on September 3.

“In one video a balaclava-clad man with a Welsh accent tells Muslims to ‘go home’ or risk being burnt alive.

“’We are going to rip the life out of you. I am going to tear your guts out. I’ll cut your head off,’ he said brandishing a foot-long hunting knife with a serrated blade.”

At this point, there are those free nation citizens who are tired of waiting for government control of bizarre Muslims. These peace-loving citizens are screaming loudly for civility in their countries or the Muslims lodging there will be in grave danger.
