This is what it is really about. In order to meet U.S. visa requirements, all passports must have biometric data. So to have a passport valid for travel anywhere, it must meet this standard. Therefore, even if you live in another country, travel internationally, your passpost must meet U.S. standards. U.S. passports will have the same requirements, too. Therefore, everyone will be finger printed. Welcome to the New World Order.

sort of a moot point considering we will all be required to get a National ID Card by 2008 (or is it 07).
Does the National ID Act require a fingerprint?
