Does your friend hold dual citizenship? That may explain the lower priority.
I'm assuming the sorting problem our embassy and Marines have is that there are Lebanese nationals, Americans of Lebanese descent, dual nationals, Lebanese nats with American children. Lebanese with green cards, and probably fifty other variants I can't hink of. Many of the Lebanese Americans are Shiite.
Love the way the MSM always shows a young blond gal getting on the boat. My guess would be that most if not a very high percentage of the refugees are either Lebanese born or first generation Americans.
