I think in the long run, they make a difference. But they are in such a state of infancy, it may not be in our lifetimes.

Ethanol will MAKE NO DIFFERENCE it is a corn state pork product.
Bio diesel is more complex, it does offer some positive economic and environmental impacts. However these come at a cost, biodiesel gels at 45 degrees F which is an ENORMOUS problem, it also contains no natural lubricity for the upper cylinder of the engine. Finally the price of soybeans has to stand at a level of (less than 3 dollars a bushel, I think its this number) to create a fuel that is competitive with gasoline or regular diesel. As we use more soybeans to create fuel it will drive the price of soybeans up as well as the resulting fuel. Additionally much of the world is recovering from a blighted soy bean crop which will also mess up the economics.
Neither of these will do anything significantly positive in the long run.
