The only ones still supporting "comprehensive" reform these days appear to be from the Bush administration. The idea has practically dropped off the radar screen since Hastert declared the Senate scam all but dead.

I wouldn't advise it. I have known of people detaining illegals, they usually end up in a legal storm. Illegals have many groups protecting them and just looking for a reason to get PR for their cause. You will be charged with violation of civil rights or something like kidnapping and sued before it is over. The illegal will be coached to claim you did all sorts of things to him while you were detaining him. If you lose the illegal will get all of your possessions and if you win you will still be out a lot of legal fees.

Illegals are a very protected specie.

President Bush has put forward a comprehensive vision for immigration reform that will secure our borders, strengthen interior enforcement and create a temporary worker program that is not amnesty but will provide a legal,regulated path for those seeking work in the United States.

This must be from 15 years ago, since this President Bush has presented no such plan.

As it stands, although some employers are charged with constructive knowledge of ignoring no-match letters, some employers simply disregard "no-match" notices with little consequence. But that is going to change. Last week, the Department of Homeland Security issued a proposed regulation that will establish a specific process for employers to take corrective action when they receive a "no-match" notice. Under the proposed regulation, it will be clear that employers must check employment records, determine the cause of the mismatch and notify the appropriate federal agencies if they cannot resolve the problem. If employers fail to do so in a reasonable period of time, U.S. Immigration and Customs Enforcement can, in appropriate circumstances, hold them legally accountable for knowingly continuing to employ an illegal worker.

This is long in coming. It IS a good step, and necessary, however...

It would be most effective if employers were be to totally denied tax deductions for wages paid workers with this mismatch IMMEDIATELY, and as long as the mismatch condition exists, and to enforce a 20% penalty in the deduction if it persists longer than 90 days before clearing it up (if they are able to. THAT will encourage more rapid compliance.

but Immigration and Customs Enforcement agents need sufficient access to scrutinize the no-match data.

I bet the IRS has all the access they need to get this enforced pronto.

The immigration bills are dead according to Boehner. Hastert doesn't want a divisive issue before the elections and clearly the right is split over this issue. Our house has been doing a good job in my opinion, to pass legislation that is more in line with enforcing immigration. We need to get rid of all the RINOs in the senate who are effectively screwing up our party.

No suggestion of ceding anything.

A simple change stating that there must be a valid SSN for every dollar of wages deducted by an employer from their before-tax income would suffice. No valid SSN = no deduction = higher taxes for the employer.

Yep and the article was written from the man in charge of the new Department of B.S. We truly are much worse off on illegal immigration than we were before Bush took office. Bush has made border enforcement a total mockery. There is but one solution Close our Borders with Mexico except for official ports of entry. Deport illegals from all nations. Lock up repeat crossers with Coyotes in a federal prison built in the Salt Flats between El Paso and Carlsbad, New Mexico and build it just for that sole purpose. This must be done before any work programs are considered.

The Bush Trade Policy is destroying the sovereignty of the United States.The man is compulsively Obsessed with Trade Policies no matter how ill conceived they are and the man will use any and I mean any {because of 911 he needs FTTA etc } as an excuse for that agenda. Rockefeller Republicans sicken me as much as LBJ /Clinton Liberals. Both sell this nation to the highest bidder.

Voted twice for him and worked at the recount in West Palm Beach for him. Just want my borders secured as well as Americas future.
If the borders issue Mr. Bush just doesn't get it yet.

We have to keep the pressure on the Congress and President. I hope the Senate bill is dead but we cannot let them get away with just passing on the bill and sweeping the issue under the rug. If we do, amnesty will be back and pass after November.
We need to be adamant.
Enforce our laws!

He get's it and he is not on our side on this. He is a Republican Liberal. His Daddy was such and his grandfather who as a U.S. senator that supported Nelson Rockefellers run for POTUS the same. They don't care about conservatives. They don't care about national sovereignty. They don't care about the limits of government powers as set forth in the U.S. Constitution. They are political Liberals with the exception they represent corporate agendas. There is nothing whatsoever Conservative or even moderate about such as these. Conservative Bush was a media created urban legend many swallowed it hook line and sinker.

Fine, I mean, I'm not at all convinced we need them given how well the country ran in 1957 without them, but I'll be happy to put up with your guest worker program PROVIDED several conditions are met.

Then again, if all of that is too worrisome for government officials to handle, there is always MY version of a "guest worker" plan...

Regarding the proposed tamper-proof ID card for legal foreign workers:

Suppose Jose says, "I don't need one. I was born in America and am an American citizen. The only reason my English isn't very good is because I've spent most of my life in Mexico (or whevever)."

Does anyone know whether or not the proposed law addresses a scenario like this?

That is a fear I have too, they don't try to ram an amnesty through after the election. We'll have to get commitments from House members that doesn't happen.
