"I live in California in a 2000 sq ft house. In the summer with our air set on 80 degrees, our bill runs $400-$600.
It is the price of the electricity here plus the heat. It gets above 100 degrees for weeks on end.

I don't consider myself rich and would love to see a $100 electric bill."


I live in a valley just outside of El Cajon, our temperatures run much hotter than the station in El Cajon reports. (inland from San Diego)

My electric bill last month was $22.36, it will probably creep up to about $35.00 at the worst of the summer.

I just found July 05 and for a 32 day billing period it was $32.21.

If you can afford $5,000.00 to $7,000.00 dollars a year just on electricity, then your family can't be doing too bad.

Itis not whether or not we can afford it, that is typical for a house here in the summer. Everyone I know that doesn't have a swamp cooler has the same bill we do.
You either afford it or die from the heat.

I live in the same environment, as do my family and friends in Las Cruces, New Mexico.

None of us could ever imagine how a family spends $400.00 to $600.00 dollars a month on electricity.

That is a choice you and your neighbors have made, and continue to make.

Gov. Schwarzenegger's Speech at Western Governors' Association Annual Meeting

As Prepared:

Hello everyone. It's great to be with you at this important conference.

The Western Governors Association has been a leader on national and regional energy policy and I'm proud of the visionary work we've done.

Finding ways to meet our growing energy needs while not harming the environment is a difficult and profound challenge.

I know it's taken a lot of work to get us all on the same page and I first want to congratulate all the governors for their willingness to search for common ground, balance, and a plan that leaves our region healthier, safer, and more prosperous than when we started.

Two years ago, Gov. Richardson, Gov. Freudenthal, Gov. Hoeven and I co-sponsored a resolution at this conference that launched the WGA's Clean and Diversified Energy process.

Its three primary goals were to identify ways to create 30,000 Megawatts of clean energy by 2015 to increase energy efficiency 20 percent by the year 2020 and to ensure adequate electricity transmission for the Western States for the next 25 years.

The report and recommendations being released here result from two years of hard work and, at times, contentious debate. But they provide a great blueprint for our energy future and we've made real progress in all three areas.

For starters, we now know without a doubt that our 30,000 megawatt goal is not only feasible it can be far surpassed.

By using advanced coal technology, solar, wind, biomass and other clean energy processes, our states can meet the goals we established and do even better than we thought when this work began.

That, my fellow governors, is cause for celebration and optimism. It should fundamentally change our approach to energy and how we keep pace with demand without harming our economies or contributing to global warming. We've all seen the pictures of melting glaciers. We know the dangers of climate change. How the oceans are getting warmer how they're rising. How agriculture can be threatened.

We know air pollution causes health problems for our children and senior citizens. And we know if we fail to act, we will suffer even worse consequences.

We've also identified ways to improve our overall energy efficiency, and our report says if all our member states adopt the best practices now in use by some of us, we can do 20 percent better by 2020.

We've also done a lot to ensure an effective regional transmission system, including the Frontier Line, by adopting better planning and cooperation.

As I said at the start of my speech, we all know these are difficult issues. We've all heard the naysayers who claim tough energy or environmental standards are the kiss of death for the economy.

Believe me, we've confronted these doubts in California, where our economy is growing and our citizens insist we protect the environment.

Our new Clean Coal policy is one example. California has developed a greenhouse gas performance standard that would require new coal-fired facilities to operate at least as cleanly as the most efficient natural gas-fired power plant.

I'm honored to have signed an M-O-U with Wyoming Gov. Freedenthal just last month to build power plants using the advanced technology that will allow us to reach that new clean standard.

That advanced technology will not only lead to real progress on global warming. It also will create new jobs and spark the economy.

In California, I've been working on reducing greenhouse gas emissions since becoming governor and I know that we are considering a resolution on that core issue here today.

After more than a year of work, my Climate Action Team made recommendations this April that we're now working with the Legislature to turn into law.

We're pursuing mandatory reporting for carbon emissions so we have a true picture of the problem.

And we're recommending market-based solutions, like trading mechanisms, to meet specific emissions targets.

And this brings me to the challenge I want to present to all of us here today.

As I've said, our Association has done great work on ways to provide clean and renewable energy for our future.

We've identified how to become more energy efficient. We're working on ways to reduce our dependence on foreign oil when it comes to transportation fuels.

We've set goals, zeroed in on targets and recommended ways to get there. But on global warming we still come up short. We've made progress in everyone agreeing it's a serious problem.

But unless we set specific goals and targets with specific ways to measure our performance a resolution won't mean very much.

Specific goals mean we need a specific plan. And that puts pressure on all of us to go out and get it done. That's what's needed when we talk about global warming at the Western Governors' Association. A program with real goals and specific plans on how to get there.

My friends, we're long past the time when it's OK just to talk about these problems.

Our futures, our children and our prosperity demand bold action.

I know that working together as we have so far, we can do anything.

Gov. Schwarzenegger Calls on Western States to Join Fight against Global Warming

Western States Endorse Governors' Initiative Creating 30,000 Megawatts of Clean Energy

Governor Schwarzenegger called on Western states to join the fight against greenhouse gases today, continuing his leadership role in the historic effort to reduce global warming. The Western Governors Association (WGA) also today unanimously endorsed an effort led by Governor Schwarzenegger and others to create 30,000 megawatts of clean and diversified energy.

At the annual WGA meeting in Sedona, Arizona, Governor Schwarzenegger presented his Climate Action Team's report on reducing greenhouse gases and called on the Western states to take a regional approach to meeting energy needs while protecting the environment.

"I am proud of the visionary work we have done to develop clean energy, searching for common ground, balance and a plan that leaves our region healthier, safer and more prosperous. We must craft a plan so the Western states all reach our energy and climate goals together," said Governor Schwarzenegger. "Our future, our children and our prosperity demand bold action."

Governors Schwarzenegger, Bill Richardson (New Mexico) and Janet Napolitano (WGA Chair, Arizona) co-sponsored a policy resolution urging the federal government to support research, policy coordination and the implementation of various strategies to reduce greenhouse gases. The resolution was unanimously approved by the WGA. Following in California's footsteps, the Western governors took an important step forward to address these challenges for the West and for the Nation.

In April, Governor Schwarzenegger embraced the broad framework of his Climate Action Team's (CAT) report to achieve unprecedented emissions reduction targets, placing California at the forefront of the fight against global warming. The CAT's strategies include mandatory reporting for large scale producers of carbon emissions, a phased in cap on emissions, and a market-based trading system to help companies meet specific emission reduction targets.

Governors Schwarzenegger, Richardson and Napolitano also co-sponsored a policy resolution endorsing the Clean and Diversified Energy Initiative, an effort started in 2004 by Governors Schwarzenegger, Richardson, Freudenthal (Wyoming) and Hoeven (North Dakota) to oversee the work of several task forces examining the feasibility of reaching specified energy objectives. The Clean and Diversified Energy Advisory Committee (CDEAC) was created to provide recommendations to achieve energy goals, including finding ways to create 30,000 Megawatts of clean energy by 2015, increasing energy efficiency 20 percent by the year 2020 and ensuring adequate electricity transmission for the Western States for at least the next 25 years. In a final report, CDEAC focused on achieving those goals through the use of advanced coal, biomass, energy efficiency, geothermal, solar, electricity transmission and wind.

Similar to an Executive Order recently issued by Governor Schwarzenegger encouraging the use of biofuels in state agencies to fight high gasoline prices, the WGA also approved Policy Resolution 06-S, Transportation Fuels for the Future, which outlines broad policy objectives to reduce the Nation's dependency on foreign oil and increase the use of alternative fuels. According to the Governor's recently issued order, California will produce a minimum of twenty percent of its own biofuels by 2010 and forty percent by 2020. The executive order also calls for the use of biomass for electricity to reach 20 percent within the state's Renewables Portfolio Standard (RPS) goals for 2010 and 2020.

In 2004, Governor Schwarzenegger developed the Million Solar Roofs Initiative to have one million solar roofs on residential and commercial buildings by 2018. One million solar roofs will provide approximately 3,000 megawatts to the electricity grid in California. The Public Utilities Commission has taken action to implement this plan. The Governor has also called on utilities to acquire 20 percent of the power used within the state from renewable sources by 2010, seven years ahead of what the law requires, and 33 percent by 2020.

The Governor has consistently underscored the need for continued energy conservation, urging all Californians to "flex their power" by using energy wisely, buying energy-efficient homes and appliances or joining a demand-response program.

To increase energy efficiency in state government, Governor Schwarzenegger created the Green Building Initiative to reduce electricity purchased from the grid by existing government and private commercial buildings by 10 percent per square foot by 2010 and 20 percent by 2015. The Initiative includes retrofitting building and operating the most energy and resource efficient and healthful public buildings in the country, and encourages cities, counties, schools, and commercial building owners to do the same.

He's got the likes of Gray Davis, Gavin Newsom, Fabien Nunez and Willie Brown cheering him on. What's next for Arnie? Why co-opting the Green Party! Look ma, twins!
