WASHINGTON (AP) -- The House voted Tuesday to further choke off the flow of U.S. aid to the Hamas-controlled Palestinian Authority, drawing the displeasure of the Bush administration and dividing the pro-Israel lobbying community.
The measure, approved 361-37, would cut off aid to non-governmental groups working in the West Bank and Gaza except for health programs and would deny visas to members of the Palestinian Authority. It also would ban contacts with Hamas because of its classification as a terrorist organization and limit the president's authority to waive the aid bans.
The administration believes the legislation goes too far.
But Rep. Ileana Ros-Lehtinen, a chief sponsor of the bill, said, "The United States must make it unambiguously clear that we will not support such a terrorist regime, that we will not directly or indirectly allow American taxpayer funds to be used to perpetuate the leadership of an Islamic jihadist group."

Why would Bush be against this? I don't get it... he isn't falling for the same seductive lure of "being the President who ended the conflict" that Clinton did, is he? Because the P.A. knows full well how to manipulate gullible Americans.

United States economic assistance for the Palestinians has averaged about $85 million per year since Israel and the PLO signed the 1993 Declaration of Principles. Congress wants to ensure that U.S. assistance is used for legitimate humanitarian projects and that no U.S. aid is diverted for military or terrorist use against Israel. United States Aid to the Palestinians provides a description of the aid program and tables with annual amounts for the Palestinians. The report will be updated as necessary.

The United States has never provided aid to the Palestine Liberation Organization (PLO).
The United States has provided aid directly to the Palestinian Authority (PA) three times; $36 million in FY1994, $20 million in FY2003, and $20 million in FY2005.
U.S. economic aid to the Palestinians has averaged about $85 million per year since 1993; there has been no military aid. (See Table 3, page 6.)
The President has requested $150 million in FY2006 and an additional $200 million in FY2005 supplemental aid for the Palestinians.

The Senate cannot "override" a House bill. Nor can the House "override" a Senate bill. The Senate and the House can, if they are so inclined, override a presidential veto.
"The Palestinian people, in a fair election, decided to elect a terrorist group to power. They will now live with the consequences of their choice. Until the Hamas government recognizes Israel and formally renounces violence, The United States will not provide one penny of aid to the Palestinian people. In addition, the United States will work actively to prevent other foreign aid from being given.
We sincerely hope the palestinian people will convince their government of the error of their ways. When next they vote, we urge them to vote differently."
