The real answer to saving New Orleans as a viable city is insurance. We must stop Federally backed insurance and let the private market prevail. If you build in a dangerous place your premiums will be very high, thus you will not build. You can build in the flooded areas if you bring in fill (a lot of fill) and elevate the area. The economics of this will determine if it is a viable option.
Also the levees need to be breached below New Orleans to allow the Spring Floods to deposit their silt in the swamps as it did before the levees were built. This is what was a barrier to the storm surges in the past. This swamp and marsh is rapidly turning into open ocean.

For that to happen, it would need to be carried all the way up the Mississippi River and it's trubutaries. And I don't think that will ever happen.
