It reveals that between April 2005 and January this year the units generated 2,023 arrests. Of these 923 were black suspects, while 738 (36%) came from white backgrounds. Asians accounted for just over 9% of arrests. The question I'd ask is why is it even necessary to break down arrestees by racial background when the system is targeting number plates that are involved in crimes or road infractions. It would seem to me that if racial balance is the primary objective, then they ought to assign number readers to favored minorities which are programmed to give them a certain number of free passes, such as 10 mph over the speed limit whereas honkies only get 5 mph.
