New Iraqi government formation to be announced Tuesday

Iraqi Vice President Dr. Adel Abdulmahdi and Acting Prime Minister Nouri Al-Malki said that the new government formation will be announced in less than three days.

Parliamentarian bloc leaders met Saturday evening at Abdulmahdi's house, and although the gist of the meeting was not announced, Dr. Abdulmahdi said that the first formed Iraqi government will be announced this week.

Dr. Abdulmahdi said that there are no complications in forming the government, however, politicians and leading figures should take action to control the daily violence that has broke out in different areas of the country.

Information indicate that the Ministry of Defense will be given to the Iraqi National List led by former Prime Minister Iyad Allawi, Deputy Prime Minister to the Iraqi Accord Front, and Ministry of Interior to the Unified Iraqi Alliance.

It is expected that the three ministries, including the ministry of planning, and the political authority for national security be given to the National Iraqi List and the position of the authority's secretary general be given to the chief of the List Iyad Allawi.

They may get some milage out of it - "how long will is last?" - "will it stop the civil war?" The press can spin just about anything negative when they set their minds to it.

Does this mean that the dems will convince Fitzy to indict Rove on Tuesday, so as to present "bad" news instead of covering the "good" news...or will the NYTimes just make up another Bush scandal instead? We shall see. Expect to only find out the composure of the new government on the net, if its good news, it WILL NOT be covered by old media.

Minor correction. The press always spins everything negative because they're minds are always set on it.

btw, this is GREAT news. Democracy continues to develop in Iraq, much to the consternation of the terrorists and the American left.

New Iraqi government formation to be announced Tuesday

By Mohammad Al-Ghazi BAGHDAD, May 7 (KUNA) -- Iraqi Vice President Dr. Adel Abdulmahdi and Acting Prime Minister Nouri Al-Malki said that the new government formation will be announced in less than three days.

Parliamentarian bloc leaders met Saturday evening at Abdulmahdi's house, and although the gist of the meeting was not announced, Dr. Abdulmahdi said that the first formed Iraqi government will be announced this week.

Dr. Abdulmahdi said that there are no complications in forming the government, however, politicians and leading figures should take action to control the daily violence that has broke out in different areas of the country.

Supreme Council for the Islamic Revolution in Iraq said in a statement that Acting Prime Minister Al-Malki indicated that Tuesday May 9th is a suitable date to present the new government formation to the Parliament.

The statement said that the meeting addressed efforts of forming the new government, pointing out that the President denied any complications or arguments between the Iraqi parties.

Meanwhile, the Iraqi Accord Front said that MP Salaam Al-Zkum Al-Zawbae is their candidate for the position of Prime Minister, while the Kurdistani Alliance said that their candidate is still to be decided between Dr. Barham Salih and Dr. Rose Shawis.

MP Salaam Al-Zawbae said that discussions have been made and "It has been finalized that I am the Prime Minister candidate of the Iraqi Accord Front", adding that this position complies serving the country and the people.

-- Meanwhile, the Unified Iraqi Alliance MP Abbas Al-Byati said that the parliament bylaws will be ready on Monday or Tuesday of this week coinciding with the announcing of the government formation.

Furthermore, sources close to Al-Malki said that bilateral meetings, between members of Iraqi blocs will continue today to finalize Ministerial positions to be presented to the parliament to be approved.

Information indicate that the Ministry of Defense will be given to the Iraqi National List led by former Prime Minister Iyad Allawi, Deputy Prime Minister to the Iraqi Accord Front, and Ministry of Interior to the Unified Iraqi Alliance, adding that the Alliance bloc will have the Ministry of Oil and the Ministry of Finance in addition to 15 or 16 service ministries including; national security, education and higher education, industry, health, immigration, transportation, justice, housing, construction, and the ministry of state for women affairs. While the Iraqi Accord Front is to have the ministry of electricity, and the ministries of state for culture and education, civil society and political affairs.

The disagreement between the Kurdistani Alliance and the Accord Front on the Ministry of Foreign Affairs is expected to be settled by establishing a ministry of state for foreign affairs and introducing the position of First Deputy Prime Minister, however, the Kurdistani Alliance refused this proopsal, stressing that its candidate Hoshyar Zebari, has proved his abilities as Minister of Foreign Affairs in two former governments. The Kurdistani Alliance is to have the ministry of communication, works, municipality, commerce, and water resources, in addition to the Second Deputy Prime Minister position.

It is expected that the three ministries, including the ministry of planning, and the political authority for national security be given to the National Iraqi List and the position of the authority's secretary general be given to the chief of the List Iyad Allawi. Furthermore, each Iraqi bloc is to be given one ministry, while the Iraqi Front for National Dialogue List, led by Dr. Salih Al-Mutlak, will get two ministries.

Iraqi MPs anticipate that several changes be made and an argument between the Kurdistani Alliance and the National Dialogue List, each demanding the ministry of commerce and the ministry of foreign affairs.

MP Mynass Yousif of the National Dialogue List said Saturday that all the leadership ministry positions have been distributed, and members of the list think that list chief Dr. Salih Al-Mutlak is the suitable person for the position of foreign minister.

Meanwhile, Minister of Foreign Affairs Hoshyar Zebari stressed that the Kurdistani Alliance has not demanded more than its legal rights in negotiations of forming the new Iraqi government. (end) mhg.

In case you folks miss out on this one, and feel it is worth the read. Looks like Maliki's projection last week that the government might be formed within a week, is not far off the mark if they decide the final vote next week.

"What a doofus." heheh. Either that are a bird brain. These folks really do not follow stuff very closely. His suggestions would take us back to 1917 just about.
Let us hope all goes well in the next few days. A unity government will break zmans back, if it is not in the reality already the case. His advertisements to form an army is most likely just save face tactics.
And hencefurth, only the most blood stained Saddamist are going to be left out of the process.
Things in the reality may be better off then even some of us have been harping on.

That is for sure. The L/MSM know only to well that if this government comes through as expected, things can only start to improve greatly in Iraq from herein. The eye of the people are now on them. They have demonstrated in the toughtest of times they where able to adjust and move forward. I cannot help but think the whole muslim world is closely watching what is happening here. A totally new thing. Sunni and Shiite leaders, Arabs, Turkemen, Kurds, Christians, and the like actually working in the halls of governement to reach a point where a nation with a diverse population can be governed.
So many seem to be totally oblivious to what is happening here. This is not being forced on them by a brutal dictator but by choice through a democratized political system.
This in essence is what GWB has in a few words attempted to elude to three years back.
He said, Iraqi are smart people, they will find a way to embrace democracy for their betterment. And now we see it coming to past.
This will soon perhaps rock the very foundation al Qaeda and the Taliban stand upon. If Iraq succeeds in becoming peacefull and then propering under this new system of government, then all GWB set out to attempt will have been realized, and more. But perhaps it is to soon to get to cocky. We still have a ways to go. So much yet must be done in Iraq to assure it all chance of total success.

Now I am getting uneasy over the UN parliamentry system....who's acountable?

But it is still progress...especially getting Allawi in there...

Well, no doubt that we have been banging heads, but, as you say, it is amazing that the center still seems to hold. So far the new PM has acted with great energy. I wish him God speed.

I believe it is eighteen. One is a ministry for women's rights.

Nothing we can do about it. The President is responsible for external intercourse with other nations, and the Ministries are responsible for Iraq's internal welfare. The president has some powers that enable him to question how the PM cabinets are performing, and has say in how the military is used. So there is some check and balance.

I believe there was a lot of progress. Just getting to the point where there are no major objections for what lists would control key ministry posts and kicking out Jaafari was a major achievement IMHO. Surely they all realize that a unity governement had to take precedence over their individual leanings.
Up till a few months back all we saw was a constant battle between the UIA and the many other party lists. Then we saw fractures in the UIA as Sadr and Hakim departed ways, and at the same time saw some former adherents to the UIA split off and meet with secular parties and some Sunni parties.
The result was a cry for Jaafari to step down. So be it, that Sistani's help was required to break the deadlock. But the fact is, Iraqi parties once strong in purpose under the Shia sect, UIA, took the chance and exercised their rights to differ. This demonstrates that Iraqi can put aside religous allegiances and consider what is best for the country at large.
Of course until the final names are broadcasted and the people then go to work, things could still go wrong. One thing for certain. Guys like Sadr lost. And thought the Dawa party still controlled who would be put up for the Prime Minister posts, they had to horse trade with the SCIRI, other UIA groups and with some of the stronger parties such as Allawi's National Accord, Chalabi's Iraqi National Congress, and Talabani's Patriotic Union of Kurdistan.
And interestingly Talabani maintains the position of President. So the Kurds have a real allie in this new governement to represent their needs.
So perhaps things really are shaping up along lines the US had hoped for.

It sure appears we are at that critical juncture in time, finally, where they are going to prove they can operate along the lines GWB had claimed three years back they where capable.
This Dawa Party Malaki just might be what was mostly needed. A big player in the UIA, but at the same time quite different then what Jaafari had to offer. He made his goals clear. Destroy the insurgency, rebuild their oil infrastructure and other industry, in so doing, open the doors for Iraqi to find work. At the same time we see the Kurdish sector still represented by one of their own, Talabani. Talabani is pretty strong on bringing down the insurgency. And the president as I mentioned to Ernest in this posts, does have the power to have a say in how the Iraqi military is used. So there is a check and balance between their president and the prime minister/defense minister regarding national defense issues.
I believe it is possible future historians may use the word renaissance when writing about the new nation of Iraq.
