Actually, the Nuclear build up in Iran started with President Ford in the seventies when he offered and assisted with the development of the reactor in Bushehr.

President Clinton vetoed legislation on Iranian sanctions in the late ninties. Offering blueprints for nuclear. Slick Willy's a putz, but that really sounds far fetched. More information would be needed, then we can really skewer Clinton righteously.
