Al-Qaida in Saudi Arabia Issues Rules on Attacking Oil Facilities
In response to their failed suicide bombing attack last week on a Saudi oil refinery in Buqayq,
Al-Qaida's Committee in the Arabian Peninsula has issued a 63-page booklet, titled "The Laws
of Targeting Petroleum-Related Interests and a Review of the Laws Pertaining to the Economic
Jihad", by Shaykh Abdullah bin Nasser al-Rashid (a.k.a. Abdelaziz bin Rashid al-Anzi). The
document explains that despite Usama Bin Laden's past stated reservations against targeting
oil, "we must take into account the date in which [these] statements were made... before the
fiery eruption of the jihad and before many developments pertaining to the conflict took place.
Since [then], attacks against oil-related interests, such as the attack on the French oil tanker,
have been claimed by Al-Qaida.â€

CAIRO, Egypt (AP) - Al-Qaida has encouraged its followers to attack oil pipelines and facilities
in Muslim countries but not wells, according to a document posted on a Web site by the group
that targeted the world's largest oil-processing complex in Saudi Arabia.
The document was at least a year old, but al-Qaida's branch in Saudi Arabia posted it earlier
this week on an Islamic militant Web forum to show the religious justification for the Feb. 24
attempt to blow up the Abqaiq facility.
''Targeting oil interests is legitimate economic jihad. In this era, economic jihad is one of the
best ways to spite nonbelievers,'' said the document, written by Abdul Aziz bin Rasheed
al-Anzy, described by Saudi authorities as one of al-Qaida's key ''ideologues.''
Saudi police wounded and arrested al-Anzy in May 2005. The document, though not dated, was
written before then. Its authenticity could not be independently confirmed.
''Pipelines may be the front line in a long-term war of attrition on oil and its interests,'' al-Anzy
wrote in the 63-page document, titled ''The Ruling on Targeting Oil Interests.''
''There is a great benefit in targeting oil pipelines to spite enemies in a way not realized by
other means. Pipelines are an easy target militarily. Their protection is virtually impossible
because of their length.''
Oil facilities also are a fair target, the document said.
''Targeting refineries and oil factories is not very different from targeting oil pipelines'' as long
as they are owned by the state or ''a nonbeliever,'' he purportedly wrote.
However, oil wells should not be attacked as long as there are other oil targets.
''The harm caused by targeting oil wells in the lands of Muslims outweigh the benefits because
of health and environmental damages and because this will deprive Muslims of the benefit (of
the oil wells) when God allows victory,'' the document said.
Another reason not to attack oil wells, al-Anzy purportedly wrote, was that ''the apostate
governments exploit these operations to tarnish the image of jihad and mujahedeen.''
''The benefits attained by targeting oil wells can be realized by targeting other oil facilities and
interests,'' he added.
The Saudi Interior Ministry has said at the time of al-Anzy's arrest that he was one of the
editors of online al-Qaida periodicals that call for jihad, or holy war, and incite aggression.
The Feb. 24 bombing at Abqaiq was the first attack on an oil facility in the kingdom, which has
been battling al-Qaida militants since 2003 and is the birthplace of Osama bin Laden.
Suicide bombers tried to crash two explosives-laden vehicles through a gate of the sprawling
facility. One collided with the gate, but guards opened fire, detonating them before they could
get through, Saudi officials have said.
At least two militants and two security guards were killed.
Days afterward, Saudi security forces launched a raid in Riyadh, killing five militants - including
two who were involved in the Abqaiq attack and the leader of al-Qaida in Saudi Arabia,
according to the Interior Ministry.
The Saudi branch of al-Qaida claimed responsibility for the Abqaiq attack and warned it would
continue targeting oil facilities.

57 die in Bahrain tourist boat sinking

At least 57 people, including Westerners and Asians, were killed when
an overcrowded wooden leisure boat sank off the coast of Bahrain,
turning a local company dinner cruise into tragedy.
Among the dead were 17 Indians and 13 Britons, interior ministry
spokesman Colonel Tarek al-Hassan told AFP on Friday as rescuers continued to
comb the Gulf waters for bodies and survivors.
Bodies were being brought on boats to the shore of the tiny Gulf island
state, where they were wrapped in white sheets, while shocked survivors
were huddled in wool blankets.
The traditional wooden boat known as a Banoosh had been chartered for a
dinner cruise for a local company outing and was carrying 137 people
when it capsized about a mile (almost two kilometers) out to sea.
"The boat was sailing slowly when it tilted around 30 degrees on one
side, then tilted suddenly on the other side and started to sink," said
Indian survivor Kungumon Kuzhiyilthekkathil.
"I was on the second floor when I suddenly fell in the sea," said the
48-year-old employee of the company which organized the ill-fated trip.
"One of the passengers saved me. I consider myself lucky."
The boat's owner accused the tourist company that chartered the boat of
overloading the vessel and forcing the captain to sail.
Of the 57 bodies recovered so far, 11 remain unidentified, while 67
passengers survived and 13 remain missing, interior ministry official
Hassen told a news conference.
Other victims included five Pakistanis, four South Africans, three
Filipinos, two Singaporeans, one Irish and one German, he said, adding that
there was one American surivor.
Bahrain's security information director Mohammed bin Deina said
passengers of 16 nationalities were on board, including 25 Britons, 20
Filipinos, 10 South Africans, 10 Egyptians and a number of Indians, Americans
and Bangladeshis.
Singapore's foreign ministry said at least four Singaporeans were
missing and two were rescued, while Manila said two Filipinos were among
those who drowned, two remained unaccounted for and seven others were
reported to have survived.
Abdullah al-Qubaisi, from the Al-Dana company that owned the vessel,
blamed the disaster on overloading, telling state television it was
allowed to carry only 100 passengers.
He said the boat was rented to a local company called Island Tours
which arranged a dinner and cruise for employees of a Bahraini firm.
"They loaded the boat with more than its capacity. The captain refused
to sail but they forced him to leave," Qubaisi said.
He said the captain and two assistants who survived reported that the
two-level 100-metre (328-foot) long boat capsized when too many
passengers gathered at one end.
The US Naval Forces Central Command said the Fifth Fleet, which is
based in Bahrain, was helping in the rescue effort.
"US Navy and Coast Guard vessels... got underway from the Bahrain port
to support Bahrain's rescue efforts," it said, adding that US
helicopters and Navy divers were also helping or on standby.
Bahraini officials ruled out terrorism as a cause of the disaster,
while Interior Minister Sheikh Rashid bin Abdullah al-Khalifa blamed the
catastrophe on a technical failure.
"There must have been technical reasons that caused the accident. We
met some of the survivors and they spoke about their surprise about the
boat's capsize," he told local television.
The accident happened at about 9:45 pm (1845 GMT) about a mile south of
the Sheikh Khalifa bin Salman bridge, which links the capital Manama
with the smaller Al-Muharraq island.
Ambulances rushed to the coastal guard base at Muharraq and speed boats
were combing the sea looking to rescue passengers.
Prime Minister Sheikh Khalifa bin Salman al-Khalifa was shown on
television comforting distraught survivors brought to the Muharraq base.
"I jumped off the boat and I swam away. It was like as if I was born
again," said one Bahraini survivor aged 58.
Bahrain is an archipelago of 35 islands ruled by the Sunni Muslim
Al-Khalifa dynasty. It has a population of 650,000, of whom 450,000 are
Bahrainis.
Bahrain, which has negligible oil reserves, is the leading banking
center in the Gulf, and the main base of Islamic banking in the region.

In an interview with the political reporter of the Iranian News Agency
Mehr,
one of the managers of the Ya Mohammed website said that the site was
launched as part of the "Internet Jihad to fight against the front of
blasphemy" and "as a broad protest against the insults of the Western
media."
It should be noted that the site is registered and operated by proxy in
the

"...One of the managers of the Ya Mohammed site said: 'To date, 36,000
people have participated in the website poll, and 96% of them want to
continue the Internet protests against the insults of the Western
media, in
an effort to prevent the repetition of such ugly conduct.'
"It should be noted that waves of protests swept over various countries
throughout the world following the insults to the prophet of Islam by
the
Danish newspaper and various other Western newspapers. This protest has
reached the Internet as well, and the Muslims are making efforts to
block
the influence and plots of the Western Internet media.
"Towards this goal, various Muslim students from universities worldwide
have
launched the Ya Mohammed website, as a broad protest against the
Western
media's insult..., [focusing] especially on the Google search engine.

"This site has now started [to operate] in six languages - Persian,
Arabic,
English, Italian, French and Spanish - and has the latest news and

site...
"The site manager said he has asked other Internet users, who
themselves
have websites or weblogs, to provide a link to the Ya Mohammed site. So

more than 1,100 sites and weblogs have given such a link, but for those
concerned with this matter, this number is not sufficient for an
Internet
Jihad to fight against the front of blasphemy...
"In response to the question why the protest against the inhumane and
irreligious attitudes of several European papers still continues, he
said: 'The people who raise such a question are uninformed about the
Internet front, and they do not realize that the enemies of Islam have
shifted the war front. After placing the cartoons in the papers, they
have
begun to expand the scope of the war, on a daily basis, into the arenas
of
'legal websites'..."

Jaruzelski charged over crackdown
Prosecutors have filed charges against Poland's last communist leader,
General Wojciech Jaruzelski, over his imposition of martial law in
1981.
Charges were laid by Poland's Institute of National Remembrance (IPN),
a body that investigates Nazi- and communist-era crimes.
Gen Jaruzelski imposed martial law to halt the activities of the
Solidarity trade union, led by Lech Walesa.
Gen Jaruzelski has said he expects to go on trial soon.
In the early 1980s, the communist authorities could not bear the
threat posed by the rise in popularity of Solidarity. Within months of
it being founded in 1980, the union became a national political
movement with 10 million members.
The authorities responded by declaring martial law in December 1981.
Solidarity leaders and thousands of others were jailed, many being
held in internment camps.
Communist crimes
The charges brought by the institute relate to crimes committed
between 27 March 1981 and 31 December 1982 including "organising
crimes of a military nature" and "carrying out crimes that consisted
of the deprivation of freedom through internment", according to the
Associated Press.
Gen Jaruzelski has sought to justify martial law as the lesser of two
evils.
"This was our own sovereign decision - but one which took into account
the realities of those times. At that time the Socialist system was
the reality of that state - its backbone. And toppling that reality
would have meant both civil war and foreign intervention."
He argued that a bloodbath would have followed intervention by Soviet
troops.
The general was later cleared by the Polish parliament of
responsibility for the deaths resulting from martial law.
Under Lech Walesa's leadership, Solidarity survived underground and
went on to negotiate the end of communism in Poland in 1989.

Dniester region to hold referendum on independence

TIRASPOL, March 31 (Itar-Tass) - Moldova's breakaway Dniester region
will hold a referendum on independence, and let international
observers monitor it, said a declaration adopted by the 6th
extraordinary congress of the deputies of all levels.
The congress took place in Tiraspol on Friday. It addressed the
parliaments of Russia and Ukraine with the request to initiate the
recognition of independence of the Dniester region.
The deputies also urged Russia to boost the peacekeeping contingent in
the region in connection with the tensions that developed after Kiev
imposed a new customs regime on the Dniester stretch of the
Moldova-Ukrainian border.
"Over the years of its existence, the Dniester region has proved its
independence and self-sufficiency. The objective of the new plebiscite
is to make sure international organizations hear the opinion of our
people," speaker of the Dniester parliament Yevgeny Shevchuk said.
He objected to the Dniester region's being part of Moldova. "The world
already has many precedents of settling similar political conflicts
peacefully," the speaker said.
He expressed the hope that international organizations will provide
assistance in holding the referendum.
The congress' declaration says "Moldova's actions aimed at an economic
blockade of the Dniester region have destroyed the principles along
which it was planned to build a common state with Moldova."

Ex-Muslim preaches ‘dangers’ of Islam

Daniel Shayesteh was not long graduated from the University
of Tehran when on Nov. 4, 1979, 500 students siezed the
American embassy in the capital of Iran.
He sympathized with their cause and indirectly supported it,
but refrained from bullying the Americans. Not because it was
wrong, but because he felt that westerners needed to be kept
unaware of the deep hatred Muslims held for them. Mr.
Shayesteh, 50, grew up in northern Iran, along the coast of
the Caspian Sea. Once a Qur’anic teacher and scholar, Mr.
Shayesteh earned a doctorate in international business in
Turkey.
Now a Christian, converting after he fled Iran, Mr. Shayesteh
travels the world decrying what he considers the dangers of
Islam. Last Sunday, he spoke at Westgate Chapel Christian and
Missionary Alliance in Toledo.
“Committed Muslims want [westerners] not to have knowledge of
Islam,” he said in an interview. “Democracy is against the
values of Islam. [Muslims] say that Allah is the ultimate
value-maker; he already has a law and democratic law is not
higher than Sharia, the law of Allah.”
Through the last half of the 1970s and into the early 1980s, Mr. Shayesteh was a
member of a group called the Free Islamic Revolutionary Movement. They set about
helping to oust the Shah of Iran and install the Islamic mullahs.
Once they succeeded, however, the new regime under the Ayatollah Ruhollah Khomeini
turned and went after him.
Any Muslim who denies allegiance to Islam and its founder Mohammed can expect three
outcomes: ostracism, imprisonment, or death, Mr. Shayesteh said.
“You do not have a right to reject Islam if you come from [an Islamic] family,” he
said.
By 1980, Khomeini sat at the pinnacle of power in Iran. Mr. Shayesteh became the chief
executive officer of a government department.
In 1981, he ran for a seat in the interim government’s Islamic Parliament.
That got him into hot water.
He won the election, but the clerics balked at giving the office to a secularist.
Three years later, he and four others were imprisoned and sentenced to death. Someone
who worked in the high court office saw the order for Mr. Shayesteh’s death and
interceded, but his fellow detainees were hanged.
When he was freed in 1985, Mr. Shayesteh said he was a persona non grata in Iran. He
could not work, and tried but failed to flee to Turkey.
In 1988, he again attempted to leave the country but was blacklisted and had to
relinquish his passport.
Still, he made it to the Turkish border and tried to cross. The border guards called
for soldiers to arrest him, but when they failed to come after nearly three hours, the
guards let him pass.
Several months later his wife, Mary, and three daughters joined him in Istanbul.
Mr. Shayesteh decided to go to a local Christian church, where a former business
partner once visited, trying to locate him. That decision started him toward a
life-changing break with Islam and conversion to Chrisitianity. In 1991, he moved his
family to Australia where his wife also became a Christian.
Mr. Shayesteh taught business at the University of Technology at Sydney for eight
years. Recently, however, he was fired when someone complained about his fervent
Christianity.
Ultimately, the loss became an opportunity to begin a mission: teaching westerners the
truth about Islam.

Freed Hostage Jill Carroll Says Captors Threatened Her Many Times

Freed American hostage Jill Carroll, who has left
Frankfurt, Germany for the United States Sunday
after nearly three months in captivity by Iraqi
insurgents, says her captors forced her to make a
propaganda video praising the insurgency to gain
her release. Her latest comments refute statements
made shortly after her release Thursday that she
had been treated well by her captors.
Shortly after her arrival Saturday at a U.S. military
airbase in Germany, American journalist Jill Carroll
set the record straight about earlier comments she
made about her captivity in Iraq.
In a statement read in Boston by her editor, Richard
Bergenheim, Carroll said her captors promised her she would be
released if she cooperated with the propaganda video, and she agreed in
hopes she could escape her threatening environment.
"Things that I was forced to say while captive are now being taken by
some as an accurate reflection of my personal views," Bergenheim said.
"They are not. The people who kidnapped me and murdered (Iraqi
translator) Alan Enwiya are criminals, at best. They robbed Alan of his
life and devastated his family. They put me, my family and my friends --
and all those around the world, who have prayed so fervently for my
release -- through a horrific experience.
The 28-year-old freelance journalist was released Thursday after 82
days in captivity. In the video released by her captors, Carroll praised
the Iraqi insurgency and criticized the U.S. war effort.
Carroll also made reference to an interview given to the Iraqi Islamic
party shortly after her release. She said the party promised the
interview would not be aired on television, but the party broke its word.
She said that out of fear of retribution, she told the interviewer she had
not been threatened.
In fact, her statement said, she was threatened many times.
Carroll also refuted reports that she had refused to travel and cooperate
with the U.S. military or to discuss her captivity with U.S. officials.

One dead after explosion at Toronto Tim

One man is dead following an explosion at a Tim Hortons
restaurant in downtown Toronto.
The blast occurred in the washroom of the coffee shop located
near the intersection of Yonge and Bloor Streets, just after 1
p.m.
Emergency crews responded to the scene and tried to help the
victim. It is not known if he was a customer or an employee.
No other injuries were reported.
Fire department spokesman Daryl Fuglerud said the man had
burns to his body, but a fire did not break out in the building
after the blast.
"There was a very small amount of smoke upon our arrival … It
doesn't appear that we can see much of a fire at all," Fuglerud
said.
Witnesses describe a scene of panic inside the restaurant after
the explosion.
"A lot of people screaming and screaming," one young woman
said.
"As soon as we heard (the) bang, everybody run away,"
witness George Ribera said.
Police cordoned off approximately one city block and
evacuated the area as a precaution.
"We're taking all precautions for members of the public as you
can imagine," Toronto Police officer Nick Memme said.
Police are investigating the cause of the explosion. Memme
said it is too early in their probe to draw conclusions.
"It's very early on in the investigation," Memme said.
"As I've stated we're just holding our pattern until various
other support units come into the area and again, look at the
safety aspect and we will continue the investigation."
Employees and witnesses were questioned by police about
what they had seen.
Several hours after the explosion, employees were escorted
away in a group by Tim Hortons District Manager Amin Islam.
The employees appeared shaken by their experience, but
Islam said they were doing well.
"I'm just making sure they're going home safely," he said.
Islam said he learned of the blast from radio news reports and
immediately rushed to the scene to see what he could do.
The police bomb squad worked at the scene for much of the
afternoon. They used a remote controlled bomb disposal robot
to investigate an object found nearby.
Yonge Street was shut down in both directions between
Yorkville and Bloor, reportedly tying up traffic around one of
the city's busiest intersections.
There is no word yet on what caused the blast. Once police
declare the scene to be safe the fire marshal's office will begin
an investigation.

Later in the afternoon, a police robot was used to remove a parcel
from the store, which is on Yonge Street just north of the intersection
with Bloor Street. Explosives experts then detonated the package.
The initial blast took place just after 1 p.m. EDT.

One man dead in suspected bomb explosion at Toronto Tim Hortons at
16:53 on
April 2, 2006, EST.
TORONTO (CP) - The heart of Toronto's trendy Yorkville shopping
district was
shocked to a standstill Sunday after an explosion killed one man at a
Tim
Horton's outlet.
Police would not confirm early reports that a man had entered the
washroom
shortly before the blast with explosives strapped to his body.
Police Insp. Nick Memme confirmed that an explosion occured in the
washroom
at the rear of the restaurant, but said few other details were
immediately
available.
"We're early on in the investigation, still," Memme said.
Witnesses reported hearing a loud bang; police said no one else was
involved
and there were no other injuries.
Eunice Almeida, 23, a regular patron of the Tim Hortons outlet, said
she
spoke to employees shortly after it was evacuated. One woman told her
the
blast was felt as a sudden shock through the store.
"There was an explosion in the men's washroom, then there was a
stampede and
everybody ran out," said Almeida.
A Tim Hortons spokesman confirmed the dead man was not an employee, but
his
identity was not immediately known.
Fire crews responding to the scene said there was still smoke in the
air of
the coffee shop when they arrived at around 1 p.m. after a 911 call.
"We weren't witness to an explosion and there was a very small amount
of
smoke upon our arrival," said fire department spokesman Daryl Fuglerud.
"It doesn't appear that we could see much of a fire."
Workers attempted to revive one man, but were unable to save him.
Fuglerud
said the man had burns to his body.
"We tried to work on him," he said.
The man's body remained inside the coffee shop hours after the blast
while
authorities cordoned off a block of busy Yonge Street and evacuated the
area.
Gawkers had crowded on the sunny sidewalk along the yellow police tape
and
watched as a robotic bomb disposal unit was unloaded and sent into the
building.
The cause of the blast remains uncertain.
"When the police say it's a safe scene, the fire marshal will be taking
it
over," said Fuglerud.
Several hours after the explosion, a crowd of employees were escorted
away
from the scene together with Tim Hortons District Manager Amin Islam.
They
appeared shaken, and some attempted to shield their faces from the
throng of
television cameras. They refused questions, but Islam said they were
doing
well.
"I'm just making sure they're going home safely," he said.
He said he learned of the incident on the radio and immediately rushed
to
the scene to see what he could do.
