In our neck of Northern CA, we were hit by floods at New Years. All I've heard is complaints about turn downs for assistance to private property owners affected by the floods. Farmers have downed fences, debris all over fields and huge erosion and they have been turned down by FSA. Folks who have lost buildings or suffered damage to their homes have been turned down for assistance. I am told its like SS disability, you have to keep fighting till you get help to recover from your damage.

It is not the scope of New Orleans but it affects individual families similarly.
