I've heard this argument every time a bill like this is proposed. The first contention has never happened in any state in which a CCW law is passed. The second argument is even more inane. Does it EVER occur to these twits that criminals will also be, "unsure of whether others around them are carrying hidden weapons?" I would submit that this alone may decrease criminal acts.

In Ohio, they organized open-carry walks - people strolling around the Capitol building exercising their constitutional right to keep and bear arms as guaranteed in the Ohio Constitution and by a Supreme Court ruling. The concealed-carry system passed the next year.
Wisconsin Constitution:

They want to know who's carrying, so show them - then they'll suddenly realize that it gives them heartburn to know who's carrying, and enact concealed carry.
