Good....if it is true that any member of Congress can release ALL parts of the report...without consequence..there has GOT to be one that will.

Me too, but those are just the APPENDICES. Read Section V of the report (the first link), about IRS obstruction. Read appendix 16 about same.

If I understand the statute correctly, the IC had certain responsibilities when it came to informing Congress during the course of the investigation. My question has to do with whether those responsbilities are different regarding the final report. Can the IC, for example, withhold info from Congress in the final report?

In another call to Medlar on the same day, December 2, 1992, Cisneros indicated that an appointed position posed fewer problems than one for which he would eventually have to stand for election:

Cisneros told Medlar that, because the Democrats controlled Congress, he knew that he would be confirmed to a Cabinet position:

HC: (Laughing) But the difference there is the Democrats control Congress. . . .

Talk about a Culture of Corruption? The more I read, the more I realize that Cisneros is a total slimebag. Unfortunately it is probably a common trait among a great percentage of politicians and DC government people.
