If they, the average driver, did drive slow when they saw children - most of these laws would not be on the books. It is the wack jobs driving 50 or 60 on city boulevards that are the reason for speed limits. Mothers on cell phones driving 40 heading to their Car Pool pick up that are the reason for 20 mile per hour speed zones near a school.
Camera on a tripod... Nothing that a baseball bat won't cure.
Going 20 is damn near impossible in my car unless I ride the brake...I COAST faster than that!

Never said any of that. It's the way they're being enforced, and the fact that it's not much more really than a revenue generator.
I got nailed by one of these unoccupied photo-radar vans in Tempe, AZ this year. Was driving a rental car - and ultimately they tracked me back to home. Got a ticket in the mail - 52mph in a 40mph zone. $165.00. The first thing I thought was that if I'm going to pay that much money - I'd prefer the full treatment - red lights/siren/live officer.
Most conservatives have a healthy skepticism about government. I have seen enough abuses of the police's ticket writing power to know that most localities use that power to raise revenue. The system is structurally more open to abuses as it inherently includes some major conflicts of interest. Had the money gone to the Federal Government and not to the town itself, I'd trust the system much more. As it is the judge, police and prosecutor get paid through that money and most of the time it's not worth it for people to be represented by a lawyer or don't have the time to want to appear in court if they have a choice. Those people know that. I've been personally a victim of speeding in a school zone ON A NON-SCHOOL DAY, caught speeding on the nearly deserted 25mph stretch of road right outside my work on a SATURDAY (nobody there and the officer had the gall to tell me that they had complaints that joggers were complaining about speeders. Those joggers are from work and they jog during lunch time. There was no one there on a Saturday!). I've also gotten parking tickets in a couple of big cities when I was parked legally, but sure enough, didn't have time to go to court to fight it (there was a big scandal in NYC a few years back where meter maids were writing bad tickets on purpose and throwing away the copy that goes to the driver so that they don't know even know about it to contest it). Also, is it a coincidence that police officers are out in force the last few days of the month and writing tickets like crazy during that time? This behavior points to the possible existence of a monthly quota for these officers.
I hope I gave you enough evidence of abuse and the bad incentives baked in the system to convince you that the system of tickets can't be trusted. The examples in the article of the cameras working when they're not supposed to is another example. If they have the cameras there to discourage speeders, you'd think they'd put up warning signs before the cameras that the area is covered by cameras. The reason they don't is because it IS there for revenue purposes.
"Hey! I didn't even get to see the pretty blue lights! I'm not paying this ticket!"

Here in Michigan, two days ago, some moron ignored a stopped school bus, and decided to pass it using the left-turn lane. He killed a 15-year old girl.
It's reported that he had a long track-record of wreckless driving offenses.
In Saline, Michigan they frequently park a patrol car along the main road with a dummy inside.
.....ummm, you may have noticed in the article that it has already happened. Someone was ticketed for 5mph over.
Well, you can do it to a live cop, but they tend to struggle a bit.

speeding tickets issued only in cases of accident or injury when excessive speed is a factor. just moving swiftly through a neighborhood shouldn't be a criminal offense...
most speeding tickets, i would wager are written when there are no children around outside... either walking to or from school. motorists driving with kids around tend to go slower.
i am pointing out that most speeding tickets are given with no harm done other than a motorist exceeding a posted speed that was established without the technologies of anti-locking breaks and stabilizing computers... besides, most children are not allowed to walk to school alone for other reasons than speeding motorists.
a distracted driver moving at 20mph is more dangerous to children than an alert driver at 35mph.
teaching pedestrians that where and when they cross the street doesn't matter is just adding to the problem and yes pedestrians should never expect anything but fast moving cars when they step off the curb.
reckless driving is a subjective call, but an officer can know it when he sees it... speeding is local municipalities' golden ticket.
is it irresponsible of drivers to speed through school zones? yes. 15mph over the speed limit isn't that criminal, to an alert driver.
these cameras will be the saving grace for many local budgets... but they won't appear where legislators drive though.
