Bubba has lost what little mind he has. Saddam didn't have anyone in his circle who wasn't a rotten gangster. Yes they were making the best of the situation: a sort of protection (not much) for them and their families and access to whatever goodies were available in Iraq, all at the expense of other Iraqis. I believe that was what some of Saddam's decent lieutenants did to a Shiite Mullah who irritated him.
