8) Pass a new law that states a person having a baby here in the United States must be a citizen of this country for their newborn to be a citizen of the USA. Automatic deportation of the mother and newborn for non-compliance. This sorta covers that, but yours says it all.

Your #6 and #9 already exist.
For guest workers we have H-1B and L-1 visas. And a basic knowledge of the English language and Civics was always a requirement of the citizenship process for legal immigrants.
The problem is nobody enforces either.
