Today President Bush traveled to the National Naval Medical Center in Bethesda, Maryland, where he outlined his strategy for the administration's pandemic influenza preparations and response at the William Natcher Center. The strategy is designed to meet three critical goals:" to detect and contain outbreaks before they spread across the world, to protect the American people by stockpiling vaccines and antiviral drugs and accelerating the development of new vaccine technologies, and to ensure that Federal, State, and local communities are prepared for potential domestic outbreaks. "

He also met with Donald Powell, chairman of the Federal Deposit Insurance Corp in the Oval Office of the White House, naming Powell to oversee federal disaster recovery efforts in the Gulf Coast. A panel appointed by the President today issued its first recommendations to revise the entire tax code in the U.S. to encourage savings and economic growth.

We must ensure that all levels of government are ready to act to contain an outbreak. We must be able to deliver vaccines and other treatments to frontline responders and at-risk populations.

So my administration is working with public health officials in the medical community to develop -- to develop effective pandemic emergency plans. We're working at the federal level. We're looking at ways and options to coordinate our response with state and local leaders. I've asked Mike Leavitt -- Secretary Leavitt -- to bring together state and local public health officials from across the nation to discuss their plans for a pandemic, and to help them improve pandemic planning at the community level. I'm asking Congress to provide $583 million for pandemic preparedness, including $100 million to help states complete and exercise their pandemic plans now, before a pandemic strikes.

If an influenza pandemic strikes, every nation, every state in this Union, and every community in these states, must be ready.

To respond to a pandemic, we need medical personnel and adequate supplies of equipment. In a pandemic, everything from syringes to hospital beds, respirators, masks and protective equipment would be in short supply. So the federal government is stockpiling critical supplies in locations across America as part of the Strategic National Stockpile. The Department of Health and Human Services is helping states create rosters of medical personnel who are willing to help alleviate local shortfalls during a pandemic. And every federal department involved in health care is expanding plans to ensure that all federal medical facilities, personnel, and response capabilities are available to support local communities in the event of a pandemic crisis.

To respond to a pandemic, the American people need to have information to protect themselves and others. In a pandemic, an infection carried by one person can be transmitted to many other people, and so every American must take personal responsibility for stopping the spread of the virus. To provide Americans with more information about pandemics, we're launching a new website, pandemicflu.gov. That ought to be easy for people to remember: pandemicflu.gov. The website will keep our citizens informed about the preparations underway, steps they can take now to prepare for a pandemic, and what every American can do to decrease their risk of contracting and spreading the disease in the event of an outbreak.

To respond to a pandemic, members of the international community will continue to work together. An influenza pandemic would be an event with global consequences, and therefore we're continuing to meet to develop a global response. We've called nations together in the past, and will continue to call nations together to work with public health experts to better coordinate our efforts to deal with a disaster.

I hope this is the guy who will make sure every penny is accounted for. If this doesn't happen (total fiscal responsibility), W's administration will get the big taint for misuse of funds. I have prayed and continue to pray, "No scandals, Lord; let there be no scandals in Bush's administration."

I see the Dims' mouths are overflowing with rhetoric today. I can't believe the descriptive headlines the MSM use. Every bloomin' subject regarding conservatives has to start or end with "armaggedon" or "crisis" or "failure" - I'm sick of it.

It's so overblown now that I wonder what words will remain for them to use when they get to the hearings! There's an adage about not using a cannon to hit a fly. The dems were using offshore artillery cannonades on Day 1. Lots of noise but I'm not sure how much target they're hitting. I think they are ramping up to make big time fools of themselves.

Just watched this past hr. on FOX what the dems did
in a rigged closed session, re WMD and to nail the

Sanity Island sure is a refuge! Even on my Parrot list where the subject should be things concerning pet bird health and other birdy topics, someone has found a way to bash this administration. Now they are circulating "conspiracy theories" on how the avian flu is a hoax so the US and the world will buy Tamiflu because Rumsfeld is a major stockholder in the company that was bought up by the company that makes it. I really let lose on the poster of that thread telling them to take their "Bush bashing hobby" to another forum. I really think the only good use for liberals is compost!

The Dims are going crazy trying to convince us that Bush is a failure because SS reform isn't complete; tax reform isn't complete; Iraq isn't "finished"; etc.

But most of us remember that Reagan's biggest effort ("Tear down that wall") wasn't complete during his term in office. It was the events he set in motion that led to the end of the wall. And Bush is setting events in motion that I really think will result in the outcomes he wants - even if they aren't complete during his tenure.

I'm convinced we'll have the last laugh. :-)
