Michael Calabrese
Vice President

As Vice President of the New America Foundation, Michael Calabrese directs the Spectrum Policy Program, co-directs the Retirement Security Program, and helps guide the Foundation’s work to reform and expand our nation’s health care coverage. Previously, Mr. Calabrese served as Director of Domestic Policy Programs at the Center for National Policy, as General Counsel of the Congressional Joint Economic Committee, and as pension and employee benefits counsel at the national AFL-CIO.

An attorney and graduate of both Stanford Business and Law Schools, Mr. Calabrese speaks and writes frequently on issues related to fiscal policy, retirement security, health coverage, and labor markets. He has co-authored three books and published opinion articles in The New York Times, The Washington Post,, and The Atlantic Monthly. Mr. Calabrese is currently completing a book that advocates universal asset-building accounts to expand pension coverage and human capital investment among lower-income workers.


Ray Boshara
Director, Asset Building Program

Ray Boshara directs the Asset Building Program at the New America Foundation. The program aims to significantly broaden the ownership of assets in the U.S. and around the world. Previously Boshara served in the U.S. Congress as a Senior Legislative Assistant to Representative Tony P. Hall and as a Professional Staff Member of the House Select Committee on Hunger. He has also worked for the United Nations and in the private sector for CFED, the Aspen Institute, and Ernst & Young. Boshara has testified before the House Ways and Means Committee and the Senate Finance Committee, and advised the Bush and Clinton Administrations, as well as leaders in Europe and elsewhere, on asset-building policies. He has written for The Washington Post, The New York Times, The Atlantic Monthly, Esquire, and the Brookings Institution, and has appeared several times on C-SPAN and radio programs across the U.S.

A graduate of the John F. Kennedy School of Government at Harvard, Yale Divinity School, and Ohio State University, Boshara is the recipient of several leadership awards, including a Littauer Fellowship at Harvard and CFED's Asset Building Innovation Award. In 2002, he was selected by Esquire magazine as one of America's Best and Brightest.


Michael Dannenberg
Education Policy Program

Michael Dannenberg directs the Education Policy Program at the New America Foundation. The program aims to advance educational excellence and equality through extended learning time, improvements in teacher and principal quality, and curriculum and education finance reform. Mr. Dannenberg is recognized as a national expert on the federal education budget, college admissions, and student loan policy.

Prior to joining New America, Mr. Dannenberg was Senior Education Counsel for Senator Edward Kennedy, where he had a significant role in drafting the No Child Left Behind Act, the Education Finance Incentive Grant program, and the Taxpayer-Teacher Protection Act. In 2005, National Journal named him one of the “The Hill 100” most influential Congressional aides. Mr. Dannenberg is a 1998 graduate of Yale Law School and earned a Master’s degree in Education Policy and Administration from Stanford University and a bachelor’s degree magna cum laude from Boston University.



Jerry Irvine
Director, Communications

As Director of Communications, Jerry Irvine is responsible for managing the organization’s communications strategy, including a comprehensive public relations effort focused on media outreach, policy events, and a robust online presence. With an extensive background in both traditional and online branding and marketing, Mr. Irvine brings over ten years of public and private sector experience to the New America Foundation.

Prior to joining the New America Foundation, Mr. Irvine held the position of Senior Marketing Manager at Deloitte & Touche, Director of Communications for the Internet Security Alliance, and Director of Corporate Communications for iDEFENSE, Inc. In addition, Mr. Irvine held the position of Press Secretary for both Congressman Steny H. Hoyer and the Democratic Leadership Council/Progressive Policy Institute. Mr. Irvine earned his Bachelor’s degree in International Studies from The Johns Hopkins University.


David Lesher
Director, California Program

David Lesher is Director of New America’s California Program, which aims to improve the state’s public debate by sponsoring a wide range of research, writing, and events on issues of critical importance to the future of California. Based in Sacramento, his primary responsibilities include recruiting and guiding New America’s Fellows located in California; orchestrating a series of high-profile public events throughout the state; and forging strategic partnerships with other California-based policy organizations.

For nearly 15 years, Mr. Lesher covered politics and government at the Los Angeles Times, where his roles ranged from lead reporter in the Sacramento bureau to assistant national editor on the paper’s presidential campaign desk. Mr. Lesher was also a Visiting Fellow for one year at the Public Policy Institute of California, where he wrote about the changing California electorate and new voting technologies. Recently, he spent two years as Editor-in-chief of California Journal, an independent monthly magazine focused on state policy issues. Mr. Lesher directed the magazine’s widely praised coverage of the growing state crisis that led to an unprecedented recall of the governor.


Maya MacGuineas
President, Committee for a Responsible Federal Budget & Director, Fiscal Policy Program

As President of the Committee for a Responsible Federal Budget, which is housed at the New America Foundation, and the Director of the Fiscal Policy Program, Maya MacGuineas oversees the Foundation's efforts to bring accountability to the budget process, address the challenges presented by the nation's underfunded entitlements programs, and propose comprehensive tax reforms that would improve both the efficiency and equity of the tax code. Ms. MacGuineas testifies regularly before Congress and has published broadly, including articles in The Atlantic Monthly, The Washington Post, The Financial Times, and the Los Angeles Times.

Before coming to New America, MacGuineas served as a Social Security advisor to the McCain for President campaign. She has also worked at the Brookings Institution, the Concord Coalition and on Wall Street. She received her Master in Public Policy from the John F. Kennedy School of Government at Harvard University and serves on the Boards of a number of national, nonpartisan organizations.


Len Nichols
Director, Health Policy Program

Len Nichols, a highly respected healthcare economist, directs the Health Policy Program at the New America Foundation, which aims to expand health insurance coverage to all Americans while reigning in costs and improving the efficiency of the overall health care system. Before joining New America, Dr. Nichols was the Vice President of the Center for Studying Health System Change, a Principal Research Associate at the Urban Institute, and the Senior Advisor for Health Policy at the Office of Management and Budget during the Clinton reform efforts of 1993-94. He has testified frequently before Congress and state legislators and has published widely in a variety of health related journals.

Previously, Dr. Nichols was Chair of the Economics Department at Wellesley College, where he taught for 10 years. He also served as a member of the Competitive Pricing Advisory Commission (CPAC) and the 2001 Technical Review Panel for the Medicare Trustees Reports. He was on the advisory panel to the Robert Wood Johnson Foundation’s Covering America project and has been a consultant to the World Bank, the InterAmerican Development Bank, and the Pan American Health Organization. Dr. Nichols received his Ph.D. in Economics from the University of Illinois.


Shelley Waters Boots
Director, Early Education Initiative

Shelley Waters Boots serves as the Director of the Early Education Initiative for the New America Foundation. In this role, she leads the effort to shape a new education reform agenda for America's young children. With more than 10 years of experience in the field, Ms. Boots researches and disseminates information on preschool, kindergarten, and early education efforts in order to craft concrete, integrated policy solutions for children and families. While at New America, she has also led research and policy efforts to address a broad array of work-family policies, including parental leave, child care, and workplace flexibility.

Previously, Ms. Boots served as the Director of the Child Care and Development Division at the Children’s Defense Fund (CDF) in Washington, DC. In this role, she managed all aspects of the organization’s work on child care, early education, and after-school policy issues. Prior to her work at CDF, Ms. Boots spent several years in California, directing a team of child care policy researchers for a nationally recognized, statewide not-for-profit organization. Ms. Boots also worked at the Urban Institute as a researcher on a variety of social policy issues. In addition, she worked in the private sector as a management-consultant where she addressed training, technology, and organizational development needs in public social services agencies. Ms. Boots has provided expert opinion and commentary for NPR's Marketplace, the Chicago Tribune, Los Angeles Times, the San Francisco Business Journal, and other publications. She holds a Masters degree in Public Administration from the Maxwell School at Syracuse University and a B.A. in Political Science from Furman University.

I can agree with you on everything except the first two sentences. The screeners should have always been government employees. Probably Coast Guard, in fact, they are charged with securing America's ports of entry. And armed.

The vast majority of federal workers are not unionized. The federal union is worthless and most realize it. It protects the deadbeats. And, although my experience is within the Defense Department, I would say the majority are not Democrats. Perhaps only slightly in favor of republicans but still not liberally inclined, especially in the DoD.

This was might be a good thing. The State Department has forgotten that it is supposed to work diplomatically for United States interests and not for foreign countries. If a win-win scenario can be worked out, great. If it can't, US interests trump everyone else and the State Department then needs to be able, ready, and willing to take the hard line when that diplomacy gets us nowhere, even if that means going to war.

IMO, Powell is not a worker who likes to get his hands dirty; he is a face man that went to meetings and let the minions at State run wild. Wilkerson is a case in point.

I'm not sure it's just his State Dept ties, although not knowing the man it well could be in his case. I've heard similar sentiments from other military officers. Not public, certainly, and not strident, but 'no confidence' all the same. There is not a lot of love for the SecDef and his court.
