Yes but that was built in the 70's before enviormental NAZIism took over. Back then no one cared about the Caribou.
With 30 years of contact with oil development to go by, the industry has shown that caribou and oil fields can successfully co-exist. The Central Arctic Herd, which calves in the vicinity of the Prudhoe Bay, Kuparuk, and Milne Point oil fields, has increased 900% from an estimated 3,000 animals in the early 1970s to 32,000 in 2002.
Move along, there's no story here.
If there was a need for more refineries, the free market would have long since started construction on one, regardless of environmental laws.
As there has not been any significant effort to do so, one can only conclude that the free market finds no need for more supply capacity.

Thanks for the nomination for oil industry expert. I'm not really an oil industry expert yet, but I understand the basic economic forces that drive this industry and I'm working on acquiring greater expertise. There are some other posters who know the oil business quite well. As I recall, M. Espinola is one of them.
