As the inclination increases for a geosynchronous orbit, the ground trace of the orbit on the Earth plots a figure eight (8) pattern.

If it's in a synchronous orbit inclined to the equator, shouldn't the ground track be a straight line?

Crosstrack purtubations cause the figure eight centered on the subpoint. As that crosstrack error increased the figure eight gets larger as well.

Sure it can work, maybe not as envisioned in this article though. There's too much orbital energy to be had from developing these things not to try it in some form.
