September 18, 2005--Thirty-five percent (35%) of Americans now say that President Bush has done a good or excellent job responding to Hurricane Katrina and its aftermath. That's down from 39% before his speech from New Orleans.
The latest Rasmussen Reports survey shows that 41% give the President poor marks for handling the crisis, that's up 37% before the speech.
Fifty percent (50%) of Americans favor the main proposal from that speech--a federal commitment of $200 billion to help rebuild New Orleans. Twenty-seven percent (27%) are opposed and 23% are not sure.
The spending plan has not been well received by conservative voters--just 43% favor the huge federal commitment partisan while 37% are opposed. This is especially striking given how supportive the President's base has remained throughout his Administration.
The President's reconstruction plan is favored by 66% of liberal voters. Still, only 10% of liberals give the President a good or an excellent rating for handling the crisis.
Following the speech, the President's rating for handling the Katrina crisis fell eight points among Republicans (from 71% good or excellent to 63%). The President also draws good or excellent marks from 11% of Democrats and 31% of those not affiliated with either major political party.
Fifty-seven percent (57%) of black voters support the federal reconstruction spending while just 17% are opposed. Among white voters, 49% favor the spending and 29% are opposed. This is the first Bush Administration proposal hat has attracted more support from black Americans than from white Americans.
Consumer confidence has recovered from its post-Katrina lows, but not from the surge in oil prices that preceded Katrina.

Maybe the falling ratings partly stem from CONSERVATIVE discontent with a plan to spend $200 billion (that's approximately $200,000 for every resident of metropolitan New Orleans) on "reconstruction" efforts which will be directed by the same corrupt Louisiana politicians that have run the state into the ground for the past 30 years.
Heck, if the government wants to write me a check for $200,000, I'll move anywhere in the country and you won't hear a complaint from me.
It is kinda funny that the person who cares the very least about this may just be George W. Bush.

I've never understood this, and perhaps someone can explain: How is it that they manage to contact the exact number of dems/Repubs out of 1000 adults? Do they take a sampling of say, 1500 and trim down the 500 that claimed to be Dem non-supportive (duh) or Repub-supportive (duh)?
No kidding...it's almost like we're getting punished because we didn't hop on the Blame Bush bandwagon. Hell, those who did are getting handouts left & right.

Republicans are too busy to sit around all day next to a phone. They have call wave, answering machines, and cell phones because they're employed and have families to care for. The democrats just hang out doing nothing, so answering the phone is the most exercise they get all day.
Zogby said in a FOX interview to add 5 points to the Republican side in any poll, because the polls are always democrat heavy.

I wouldn't describe it as fun the watch the media befuddlement over Bush. They would sooner take this nation down than be even-handed with regard to him.

The way you get the exact number is to poll until you get the right number and then quit accepting opinions unless they match the demographics you need. I have worked for Gallop and Yankelovitch.

Donna Brazil has her motives and agenda. According to this poll Bush is getting higher marks from blacks and liberals. Their ulterior motives are obvious. $200-billion gets you a fat thataboy from the left. LOL Bush is getting lower marks from whites and conservatives.

I'm not going to argue with you, and those who think like you, because your minds are clearly closed on this. But I will say that Katrina was bigger than 9/11 by several orders of magnitude. An entire region stretching over three states was for all practical purposes wiped off the map. Louisiana's dysfunctional political system nothwithstanding, If the destruction had happened on the same scale in NYC or anywhere else, the local authorities wouldn't be able to handle it either.

I cannot understand why more people cannot understand the magnitude of this destruction. Personally I do not see how things have gone as well as they have, and we did not lose a lot more people.
This is not good. It seems that the President has lost the ability to connect with the American people. He has so successfully been discredited by the MSM and the Democrats that he is now being blamed for the hurricane.
Also, more and more people are piling on...this could have been prevented. Why, oh why, didn't the President answer his critics all these many months....years.
I have been thinking about this and I agree with you. Imagine if 9-11 had left 100,000 survivors buried somewhere with no food or water. The apparatus would not have been in place to rescue them-it would have been an enormous tragedy with blame being thrown around everywhere. The tragic difference between 9-11 and Katrina is there were no survivors to speak of in New York. We just had to pull together and clean it up.

The first step in any survey project is to design the study. For the Rasmussen Index survey, we have a standard bank of 30 questions each night. Most automated surveys involve 10 to 20 questions. Following survey design, the Rasmussen Reports' questions are digitally recorded and fed to a calling program that determines question order, branching options, and other factors. Calls are placed to randomly-selected phone numbers through a process that insures appropriate geographic representation. We can ask open-ended questions and later transcribe the recorded responses if a project requires it. We rarely do so.
Survey questions to be asked on a given night can be submitted as late as mid-afternoon on the day of the survey. Typically, calls are placed from 5 pm to 9 pm local time during the week. Saturday calls are made from 11 am to 6 pm local time and Sunday calls from 1 pm to 9 pm local time. The calls are completed by our strategic partner, DialTek, a specialist in state-of-the-art data collection systems.
After the calls are completed, the raw data is transmitted to Rasmussen Reports. The data is processed through a weighting program to insure that the sample reflects the overall population in terms of age, race, gender, political party, and other factors.
The output and deliverables depend entirely upon the survey objective and client needs. Rasmussen Index findings and analysis are regularly posted on a password-protected web site. Typically, for custom research, a written overview highlighting survey findings is provided along with top-line responses to all questions and cross-tabs.

So, isn't it convenient that we leave out the other 23% that rate it fair? Fair does not sound that bad to me.
We have 58% who rate the President's response fair or better and 41% who rate it poor. As usual with a poll it's all in how you spin it.

My best friend from college is one of the "evacuees." She got out of New Orleans before the hurricane struck to stay with her parents. Her home was not really affected by the Hurricane or its aftermath. Still, she collected $2,000 from FEMA. How's she going to spend it? She's buying a new laptop and cell phone.
Oh, and she's not a "black welfare queen." She's a well-to-do physician of Indian descent. Her rationale for accepting the aid: "The government takes so much from me. I am just getting a little back." She's been off of work for three weeks, going on four and has lost $12,000 in income. She returns to work next week.
She told me that several of her physician friends have also collected and have told her she should also apply for her $500 in aid from the Red Cross. She's pondering that now.
By the way, she's a Republican (insofar as it means lower taxes, tort reform, etc.).
I don't have a problem with that. $12,000 is a big income hit. I do think it strange that losing that much income she is able to buy a laptop instead of cover some of those expenses. YMMV, I guess...

She's got a lot in savings and her parents' home to live in for a while. She explained that she needs the laptop b/c her current desktop computer is in her home in New Orleans. Although she'll be returning to work in New Orleans, she'll be living in Baton Rouge for a while and not returning to her home where her desktop resides.
