Ted Koppel blames Bush for failure to evacuate poor prior to the Katrina hitting New Orleans

Tonight on Nightline, during an inteview with the FEMA director, Ted Koppel demanded to know why the Bush Administration did not send fleets of buses into New Orleans to evacuate those too poor to evacuate themselves -- PRIOR TO KATRINA HITTING NEW ORLEANS.

For previous hurricanes the Federal Government did not participate in evacuations, only in clean up and recovery. That did not seem to matter much to Koppel since he obviously knew that Mike Brown was too much of a gentleman to smack him for attempting to deceived the American people.

However, Koppel does have a point, in a way. The Bush Administration should have known the Louisiana and New Orleans governments would be too incompetent to do anything right, and should have planned for it.

It wasn't Bush's job to evacuate NO. He informed the people who were responsible... what did they do? (actually a streight question, did they react quickly?)

Nobody is responsible for themselves, it is the job of the federal government to do everything, immediately.

It was not the looter's fault for looting, it was the cops fault for not stopping them.

It was not the city's fault for allowing building in a flood zone, its the federal governments.

I saw all that crap too. I know the FEMA guy used great restraint. He almost mentioned something about the state goverment of Louisiana being somewhat, sort of, responsible. At the least he could have mentioned the phone call from the President to the Mayor of New Orleans that urged the good Mayor to issue the initial evacuation order. But of course, that's ancient history.

A lot of the people didn't want to be evacuated or leave, because they were afraid there wouldn't be a big storm but that looters would come and steal their stuff.

They were half right.

A lot of other people didn't want to be evacuated or leave, because they didn't think things could get that bad and they would be able to loot and steal people's stuff.

There's lots of "blame Bush" going on tonight on the news.
Not that's it's suprizing. It sure is disgusting though.

Everyone should punch a reporter. In fact, we should have punch a reporter month. They aren't showing so many looters tonight, but they sure have alot of fat welfare people with poor grammar blaming Bush interviews.

It is the responsibility of the States and local governments to plan for disasters. FEMA is invited in and is really only suppose to serve as a back up not first source of aid. Poor evacuation planning is not the fault of the Federal Gov't. How are they suppose to know the needs of every community?

That's the 600 lb elephant sitting in the middle of the room, that the media will continue to ignore.
And I guarandamntee you, that had President Bush stepped in more forcefully before the hurricane ( and legally, I am not sure exactly what more he could have done )
the Democrats and the media would have been apoplectic , claiming he was undercutting the mayor and governor because they were Democrats.

No, the evacuation order came very late compared to what was known. Katrina was a Category 3 and strengthening a full week before it hit. It was a very slow moving storm (which is why there was so much warning and also why it was so dangerous). The projected path was known a week before it hit. I don't think the evacuation order was issued by the Governor and Mayor until Saturday or Sunday.

But I don't think anyone thought the leavee would fail. I think people thought water might come over the top, but not fail completely. The New Orleans city page tells it all. It's stuck in time to before the storm. The mayor is actually telling people how to ride out the storm.

In the first few hours I do remember some in the media telling the truth - too many people from New Orleans up to Biloxi did not leave because they had been told to leave too many times before for nothing and didn't want to do it again, or had horror stories from previous evacuations, or they survived Camille and thought this one could not possibly be as bad. I also think people in New Orleans were lulled because the storm moved east at the last minute and was "only" a Category 4 as it made its way toward the coast. So everyone thought they could ride this one out.

FEMA does not have the authority nor the capacity to forcibly remove people from their homes, not does it have the responsibility for pre-disaster evacuations. New Orleans has a huge mass transit system, why did the City not start loading people without cars onto buses and get them out of town?

If I fault anyone, and I really don't, its the National Hurricane Center for not beating people over the head saying "this storm could be worse than Camille." That would have gotten people's attention. I never heard those words spoken and followe these things closely because I have family and friends up and down the Gulf Coast and I remember Camille vividly.

Ted, explain this to me. Why is only a DEM area unable to handle a crisis? Why is it DEMS mainly looting the city? Why is it Alabama and MISS and even other Republican areas of LA that aren't having these problems? Even better, though, was Koppel's interaction with the reportette who was detailing the many private acts of charity in the area. He looked stunned and actually asked her if she had any idea why people were being so generous. That question alone just shows how out of touch the Beltway and NYC people are concerning the people who really make the country work. In their minds, it is only the Government that will be able to provide the answers. Yes, the Federal government will be greatly involved in repairing roads, helping restore the port of New Orleans and providing quick supply relief. But it is the people in the immediate area and the nameless public across the country who will provide the long term solutions these people will need to establish themselves again in the long term.

Also, a thought occurred to me regarding this charge that the damage is due to the cutting of FEMA and Army Corps of Engineer money that could have reinforced the levees. Perhaps there is some truth to that. The warning for this disaster have been coming with increasing urgency for 40 years. But.....even if the money had been in place, does anyone think they could have even started construction on reinforcing the levees by this point? Of course not - they'd still be in court fighting the Sierra Club and the environmental leftists wailing about the potential threat to the Gulf or some species no one has ever heard about or would miss if it was gone. We'd have impact study after impact study followed by lawsuit after lawsuit followed by bewilderment at dead bodies caught up in trees after the hurricane that didn't wait for the resolution of the legal battle!

On this charge and all like it, which part of the "mandatory" in "mandatory evacuation order" don't you understand?

On all the carpers whining that the national guard isn't there yet, which part of the roads being out because the bridges are gone don't you understand?

The government did its job, the people did not do theirs. The blame belongs squarely on the shoulders of the rioters, nowhere else. I repeat, nowhere else.
