Rocky to push non-married benefit, without OK

He says he can file order without council approval

Salt Lake City Mayor Rocky Anderson is moving forward with a plan to provide medical and dental benefits for domestic partners, sans City Council approval.

After seeking legal advice from City Attorney Ed Rutan, Anderson said Tuesday he believes he can administratively offer medical and dental benefits to domestic partners. In a strange legal twist, however, Anderson said it looks like he cannot administratively offer them bereavement benefits.

The mayor, then, plans to pass an executive order offering medical and dental benefits to domestic partners and seek council approval for the rest.

"What I'm hoping is that I can structure this under the executive order in terms of exactly who will be covered under these benefits and then ask the council to provide bereavement and dependent leave for that same group," Anderson said.

"Exactly who will be covered" has become a bit of a bone of contention between the council and the mayor.

Tuesday Anderson met with Councilwoman Jill Remington Love and out of that meeting Love said she agrees that Anderson can give benefits to domestic partners without seeking council approval.

"Ultimately I think it is an administrative function," she said. "Today when I met with the mayor I just urged him to go ahead and do it."

Love and Anderson had been separately looking into giving benefits to domestic partners for some time now. Love, along with other council members, had wanted to extend benefits to a wide group of people living together who were not married. That way, siblings, parents and children and those in other domestic relationships would be given benefits similar to those enjoyed by married couples.

Anderson, on the other hand, wants to only extend benefits to non-married couples, largely homosexual, who aren't currently afforded the same benefits as married couples.

"What we're trying to reach here is equality for our employees without regard to sexual orientation. I don't think we need to open this up to include the whole universe," he said. "To include the universe, sisters living together, employees living with parents, that sort of thing, would avoid the issue of equality without regard to sexual orientation."

And while Anderson won't need council approval to offer medical and dental benefits to gay couples, he said he would like the council to to pass a resolution supporting the executive order he plans to issue in the near future.

"I would like to do this in a unified way with the council," he said. "If they could issue a joint statement or a resolution in support of this, I think that would be a terrific thing to the community."

Love is at least one who would support Anderson's move. Others on the council are less sure, saying they would rather open the policy up to a broader range of relationships, not just non-married couples.

A report, conducted by the Public Employees Health Program for Salt Lake City's Department of Human Resources, shows that extending health benefits to domestic partners would cost the city between $38,000 and $113,000. The city maintains an annual general fund of $170 million and a total budget of more than $660 million.

Why don't they just offer benefits to any twosome, like two unmarried sisters who want to take advantage of medical benefits? Or a brother and sister? Or two unrelated adults?

How are any of those less valid as a "partnership" than a gay couple?

Not that I approve, mind you. I'm just picturing where this is going. Benefits for anyone and anything, as long as it's two. And when the bigamist/polygamist lobby gets some political muscle it will call for benefits for any configuration no matter how bizarre.

ROTFLMAO!!!! When Arizonans passed Prop 200 to give the poor, hungry and thristy "free healthcare," the Democrats said they had a "study" that showed it would only cost Arizona 40 million bucks. It's now bankrupting the state.

He was once one of them, which I think explains a lot. And the people, esp. if they are Mormons, they get what they voted for (at least twice, if I'm correct).

SLC does not have a Mormon majority; the last I heard it was 60+% non-Mormon.

Finally, speaking as an active, church goin', Temple attendin' Mormon, any Mormon that voted for him should take out the "m" in the middle of the word Mormon...cuz that's what they are!

The Mormons absolutely don't vote for the guy. It's the outsiders. SLC itself has a high enough percentage of non-members that Rocky carries the day. Outside of SLC proper and Park City, the Mormon majority holds, which results in the state-wide results that you see in national elections.

I think the use of the word absolutely is a bit disingenuous. I'm sure there are 1 or 2 Mormon's in SLC that did vote for Rocky. I know one of the Bishop's in my stake here in TX is a Democrat & had a vote for Kerry in his yard. Also, in Springville UT, where my parents live...one of their ward members is very active in the state Dem party. So I'd guess there are a few in SLC.

How Mormon's can be vote for a dim is beyond me....

I work with several devout Mormons in SE Idaho. Many of them are questioning the US role in Iraq when we have conversations. I tear them a new one when I hear this kind of defeatism.

Brigham Young was a hard man and while, as a Catholic, I don't agree with all Mormon teachings, I greatly admire the fortitude of the group as a whole.

Mr. Hinckley had better issue a "fatwa" or there is going to be BIG trouble shortly.

Absolutely breathtaking doublespeak. Offering benefits to any cohabiting pair would make everyone equal. Offering benefits only to cohabiting pairs who perform sexual acts upon each other means the government is singling out sexually active people for special benefits that sexually inactive people do not receive. How exactly is that "equality without regard to sexual orientation"? For that matter, how do they intend to enforce this—weekly cavity searches?

Both are very good points. If members of the Film Actors Guild are going to change the definition of marriage why is it limited to just two? Because it parities tradional marriage in some ways but not others? How can one new definition be better than another?

Plus the state legislature has made sure that SLC doesn't elect it's own congressman. All 3 congressional district converge in SLC diluting its impact on congressional races.

That's an excellent question. Apparently same-sex marriage proponents have a difficult time understanding why that question has to be asked. Obviously it is far better to leave the definition of marriage alone...
