Tom Foley is the emergency management coordinator for Atlantic City, a place that would make a juicy target for terrorists on a busy day when up to 260,000 people cram into town for some fun at the casinos.
He is also a deeply frustrated man these days. Because he can't get his fair share of money from Trenton to buy the equipment he needs.
His problem: The legislators who represent his city are all Republicans. And the pot of money has been controlled by Democrats.
"This is a nightmare," Foley says. "Until they realize that Atlantic City needs this equipment, shame on them."
Maybe Democrats were tired of giving us one corruption scandal after another and decided to offer something entirely new.

Democrats want the money per capita.
thus the identical train station upgrade in Atlantic City will get "2million" vs a smaller city will get "500,000.00".
Republicans seem to be budgeting per task not per voter pay off.
(reminds me of pricing wedding cakes per slice instead of per cake, an incredible rip off)
It looks like the rats are just doling out the money to beef up rat controlled city budgets.
