In order to encourage the arrest of N. Korean escapees(N. Korean workers who escaped from N. Korea-operated enterprise inside Russia,) N. Korean Consulate at Khabarovsk, Russia, announced that local Security Dept. of Construction Association is offering a bounty of $200 for catching an escapee, in order to root out this long-running problem. 

 As a result, N. Korean workers, who can barely earn $300 per month even after back-breaking work, are now abandoning all other efforts to capitalize on the only opportunity for earning large sum of money, by catching escapees. After this announcement, 'casualties of $200' are mounting. 

An official at N. Korean Consulate admitted that, as of June, 2005, there are around 300 (N. Korean) escapees, who struggle for their life. According to him, they escaped to Omsk, Khabarovsk, Nakhodka, Vladivostok, and Irkutsuk hiding in Russian homes doing odd jobs for them, or hiding and wandering in mountains.

I met two escapees. They were a 45-year-old man(from S. Hamkyong Province) who escaped after working two years at a logging enterprise, and a 44-year-old man(from Chagang Province.) They said, "It is their goal to return home with $0,000 by working ten years. If I pay off local Korean) Consulate officials with $300, they will make (necessary) arrangement for my return."
 
I asked him, "What would you do if you are investigated by the authorities once you are back home?." He answered, "If I pay them off, they will take care of it. As long as they conclude that I had no contact with S. Koreans, I will be fine."

One escapee, an one-time logger, who blasts those in 'Nung-ra Enterprise', in Khabarovsk,  as 'scums out to get $200 for human-hunting' told this story:

"I am now hiding in a Russian home, and doing odd jobs for them. It is like heaven. Every night I listen to S. Korean broadcast and it is exciting. I watch S. Korean movie videos, too. How could such a paradise exists? It is really like a dream. We(N. Korean people) know so little of the outside world. We envy Russians for their standard of living, but Russians I am staying with told me that S. Koreans live far better life than Russians. It is hard to believe, but I keep getting fascinated."

For his future plan, he said, "I will pretend to be a Kitai (ethnic Koreans from China living in Russia), and make some money. If that doesn't work, I will jump to the South (Korea.)"
