Charity worker accused of sex abuse in India slips into Britain

A British charity worker wanted for alleged sex offences against street children in India has freely entered the UK despite police in London being told he was being deported to Britain from Africa, The Daily Telegraph can reveal.

Duncan Grant, who is the subject of an international arrest warrant under an Interpol "red notice" issued by the Indian authorities, is understood to have arrived at Heathrow on June 1.

The Indian authorities want him to stand trial in their courts but now his whereabouts are unknown.

By contrast, another Briton accused with Mr Grant in the Indian case was promptly arrested three years ago when he landed at an airport in New York, and sent back to India.

Mr Grant was deported to the UK from Tanzania, where he had fought extradition to India since his case was highlighted by The Daily Telegraph in August last year. He does not face any charges in the UK.

Britain's National Criminal Intelligence Service (NCIS), which includes the UK wing of Interpol, was informed of Mr Grant's deportation, and scheduled flights, by the Foreign Office, which had received information from Tanzania.

The NCIS gave an undertaking that he would be met. The organisation does not carry out arrests but it is understood that Scotland Yard, whose officers are present at airports, was also aware that he was being deported.

According to police sources, Mr Grant should, at the least, have been spoken to and the Indians would have been alerted. However, he walked through passport control at Heathrow unimpeded.

Mr Grant has been wanted by Indian police since November 2001 when he was accused by five Bombay street children of sexually abusing them at the Anchorage homeless shelters that he founded in the city.

In February 2002, after Mr Grant refused to return to India, stating that he could not get a fair trial, it issued an international warrant for his arrest.

Despite the arrest warrant, Mr Grant travelled to Africa. He eventually settled in Tanzania, where he established another Anchorage shelter for homeless boys, in Dar Es Salaam.

In early 2004, five gap-year students from Jesuit schools, including Stoneyhurst in Lancashire, raised concerns that children at the Anchorage shelters in Dar Es Salaam were being sexually and physically abused, though no allegation was made directly against Mr Grant.

Senior Jesuits passed the students' concerns on to the Serious Sex Offenders Unit at the NCIS in March last year.

Mr Grant continued to run his Anchorage shelters in Dar Es Salaam without interference until August last year, when his whereabouts were highlighted by The Daily Telegraph.

Mr Grant was forced to stop working in the shelters, but Tanzania decided it could not extradite him to India because there was no treaty between the two countries and opted to deport him to the UK.

On the evening of May 31, Mr Grant was placed on an Emirates Airlines flight to London, via Dubai.

By chance, however, his flight out of Dar Es Salaam was delayed, causing him to miss his planned connection, which had been due to arrive at London Heathrow at 07.05 on June 1.

He took the next available flight, which landed at 12.15pm.

To his surprise, according to an acquaintance, he cleared passport control at Heathrow without being stopped.

It is known that at least one flight was checked but the monitoring "system" appears not to have been flexible enough to pick up his arrival on a later flight.

The UK's handling of Mr Grant's case compares unfavourably with the swift action taken by American authorities when another British national, Allan Waters, who is accused in the same case as Mr Grant, was arrested in July 2003 by US immigration authorities after he landed at New York's John F Kennedy airport.

He was extradited to India last year to face trial on charges of "having forcible sex with minors" and "buying a minor for the purposes of prostitution", which is due to begin in Bombay later this week.

Mr Waters's case has been highlighted by the Fair Trials Abroad organisation.

Both he and Mr Grant strongly deny the allegations against them.

They say the street boys were encouraged to lodge complaints against them as part of a vendetta.

Naval Bajaj, the deputy commissioner of police in Bombay, said that the international warrant issued for Mr Grant in February 2002 was still "very much outstanding".

It carefully does not state whether the abused children were girls or boys. They seem to carefully avoid saying that a lot.

There is a lot more going out then that which meets the eyes. Lot so long ago the "Tsunami" that struck India provided a brilliant excuse/oppurtunity to market their "product".....spread the word of "God"......or do plain old fashioned "Charity work"(of the above kind). Needless to say they always come with their own "agenda". I think the India government should be (and is well within its right to be) more wary of these "Foreign" (do gooder) organistaions.

This is not one incident in India as we speak of but several such "alleged" "foreign aid worker" and "missionary" doing their mischief. As for my "bile and bigotry" I thought at least on FR I would be free to speak my mind (at least when it has to do with my country).

My disapproval is not about Christians or Christianity (and I will tell you that I am from a convent school "St. Anthony School VB" in Pune) but these foreign organisation who masquerade as "missionaries" or some suspicious foreign "charity organisation" should not be taken on face value as we had our experiences in several parts of India with these "organisations". My concern is genuinely for my country not any particular religion.

And even you have to admit that the "foreign missionaries" are not as innocent as they claim. For one reason news like these (as reports of child molestation by foreign missionaries or otherwise) are not so uncommon.

A lot of them even indulge in separatist activities in sensitive parts of India. They influence the voting patterns and propagate secession from Indian nation state.

The "foreign missionaries" (evangelists) refuse to recognise local Christians who are called"the lesser eastern Churches" (Christianity had come to India far earlier then it did in Europe) and needless to say have been regularly running into trouble with local tribals, Hindus, Buddhists and people of other religions.

Might I add that religious freedom is for an individual to practice his/her faith and not for "foreign" organisation and "aid workers" religious or otherwise to run amuck (taking unfair advantage of the freedom given to them) and to run thing the way they deem fit even it that means picking fights with local tribals, Hindus, Buddhists and people of other religions or even local churches. My contention here is that such activities should be put under check.

Suffice to say this joker will be roaming free on the streets of (not-so-great)Britain contemplating about his next chances of coital bliss in some other "third world" land where he can enter as a "charity aid worker"?

....While your kind of bigots will "froth-and-foam" about India not allowing enough freedom for perverts like these to to sow their seeds in India.....and nor will you let up on any opportunity to malign all of Hinduism (and India) for the actions of a handful of lunatics who burned people-children inside a car.

Brian I have seen plenty of cases were missionaries/evangelists coerce the people to convert.

Typical tactics are go to a really poor place and build a school for poor people. Offer their children free education, 6 months later you call the parents and tell them if they dont convert their child will be expelled from school.

Second, constantly abuse local customs and religion, I have personally seen some missionaries take a picture of a hindu god and garland it with shoes (which is very insulting) or pictures of Jesus kicking a hindu god. Ofcourse if there is violence then there is hue and cry. Imagine if I a Hindu went to one of the deep christain areas in the South and did that.

Ofcourse I dont paint all missionaries with the same brush, some are much better than the others but a lot of missionaries groups esepcially the evangelist are notorious for these kinds of tactics of conversion.

And your "school" and "shoes" stories are as phony as they are old. And both have for decades been used as the rationalization and/or justification for the countless acts of unprovoked violence against the innumerable innocents who have been attacked, maimed and murdered by thus incited bigoted and volatile mobs during those same decades.

And even were your school story in its every incarnation and instance, by the way, true, it falls very far short of "coercion."

Which "coercion" would even then never justify the thousands of acts of religious and other violence committed every year in endemically violent and often savage India -- nor the millions of deaths that have resulted.

And then, of course, there is the unanswered question: "what is Hindism so darned afraid of that it has to murder those who would freely give of their lives and of their wealth to offer its victims even a school and an education -- never mind a better way -- and a chance at Eternal Life?"

As for your, "hindu in the 'deep Christian areas' in the south," insult?

Have you any idea how many hundreds of thousands of virulently un-and-anti-American islamists -- never mind the Buddhists and Heathens and Hindus and Pantheists and practitioners of every other teaching known to man -- are doing just that and have for decades been doing it in every corner of America?

Oh please give me a break, there is enough documented evidence to show the abuses of your missionaries and evangalists. I have worked with enough NGOs to see first hand evidence of such events and have witness these events personally but there is no point in arguing with a fanatic like you. People like you insists evidence is false when it suits you and its true when it suits you.

Actually its people like you who end up committing these abuses and justifying in the name of your god.

All genghis said was your missionaries and evangelists arent all innocent and they arent. May be you want take your blinkers off and go to these places and see what these people are doing in the name of your god.

Can you provide links or sources? Something? Googling "missionary abuse" brings up alot of hits...Most of which are porn. :-)

lol , frankly i dont know any source on the internet since a lot of government of india documents are not on the internet, but there are Indian government documents on paper and some done by the Tamil Nadu government. It was on basis of that report the Tamil Nadu government tried to bring a law curb the "mass conversions" phenomena.

I came across this when I was working with some NGOs during 99-01 when we decided we wouldnt cooperate with religious organizations after we found out about these abuses.

A lot of people who are living in India have faced this and seen this, even in metropolitan cities. In the cities usually shrug this off as the work of lunatics but things get a little bit more heated in the villages and hinterlands.

On the internet I found an article which is more of an opinion piece by Outlook

but this is not the documented evidence I am talking about ofcourse. It is just a persons opinion.

There is also the Supreme Court's 1977 verdict that the right to propagate one's religion (guaranteed by article 25 of our Constitution) does not include the right to forcible conversion. (Stanislaus v State of Madhya Pradesh, AIR 1977 SC 908) which the Vatican and other christian organizations strongly condemned.

Again let me distinguish between some missionary works who genuinly do work for the poor and try to convert by really helping the poor out, i really have no problems with them.

I have problems with those who actually end up using coercion and blackmail and other tactics and these arent the lunatic minority. They are a sizable chunk of the evangelist christians.
