Call the democrats who would not drill in Alaska or off the cost of Florida. They want gas high as do the environmentalist so that we will stop driving card and they can move us into boxes for control by the judges. You might also try and find out who is driving the price up by buying the futures options. I would think Soros and other billionaire democrats.

I suppose Bush could open up all oil sites in America by fiat. It would be unconstitutional and Leftist like yourself would whine about the abuse of power (rightly so).
Or alternately I suppose he could do what the Left has accused him of since the Afghan war - going to war to seize oil. But then the Leftists are already whining about this one - remember the oil pipeline in Afghanistan? The one that never got built?
