...terminal velocity of about 64 miles an hour IIRC, terminal velocity for a human is around 120mph. I would expect a bullet to be a little faster...

You left out datum 1. which stated a force of ~30 foot pounds for a straight-up shot and straight-down fall with a terminal velocity of 300fps using 30 caliber military ammo with the bullet always landing butt-first.
Now allowing that the edge of the buttend might strike the skin initially we can see a greater PSI but still we have less that the usual 150psi for skin penetration generally used as a standard.
I will question any garbage coming out the MLK Drew Med Ctr after some of the discussions I have had with JCAHCO investigators.

Actually the bullet gained momentum when it glanced off the rock due to the unyielding nature of the rock, I've no idea how it achieved the strange trajectory.

I have been on the business end of an RPG and an anti-tank mine, in a combat zone, and survived but it is tragic to get killed for no reason in your back yard!
