In polls asking people what their most important issues were, illegal immigration didn't even register.Was it even one of the choices offered to the respondents? I'd bet not.

People rarely answer "other" in polls (and you did say "polls", not focus groups). They're generally way too open to suggestion to avoid picking from the choices presented to them.
