Duelfer didn't say that. When asked specifically if he could fault the U.S. or any other country for believing that Saddam had WMD, Duelfer said he could not. He also explains in the report that Saddam's own generals, and some members of his regime, weren't sure whether he had them or not.

I guess you really shouldn't expect much from someone who thinks Edwards won the VP debate by "staying on message." I wonder if that was before or after he unraveled into incoherency?

Actually the new report says he was justified for going after Iraq, but that will get no play.
