I don't recall which Bill that six Senators together passed by a silent non-recorded vote, dismissed the rules, a show of hands and they quickly moved on to the next one! Somewhere around 1992.

Except for legislative loop back. That is why, unfortunately, when the court rules on a piece of legislation, even if it is 180 degrees counter to the text of the legislation, it is the ruling that becomes the accepted 'law of the land.'

The judges have been confirmed for life, and only death or impeachment removes them.
The point is that if there are three courts with, say, 6 justices each instead of 15-17, you get less of a chance of truly wacked out panels.
This is good news for all states other than California now a part of the 9th Circus.

Well, I'm still holding out for the current crop of 9th Circuit Court of Appeals judges, going toes up. I hear you though. An awful lot of good people have done so. It's a real part of the reason why California is in such a sorry state of affairs.

I hope this shocked the powers that lean even more than it shocked me.
As an oppressed Washingtonian, I pray this lives through to signing at the White House. If it doesn't make it this session, it has a very good chance during a second Bush executive term.
