One half of the glass is jobs outsourcing, the other half is jobs insourcing. Which half of the glass are you looking at?
No, it will make the problem worse. Businesses with foreign income are often taxed on that income by the other country. Taxing it again will only encourage businesses to move to a country that doesn't tax foreign income. What government should do is eliminate the tax on repatriated income to give businesses an incentive to bring foreign income back to the U.S.
At least we finally have some idea of what Kerry means by closing tax "loopholes."
It's the old democrat trick of class division... punish the rich by taking away their tax breaks and playing on the victim-status of those who may have lost their jobs because of offshoring. Democrats: The party of revenge!

I'm still waiting to hear from Teresa's attempts as a major stockholder of Heinz to return those overseas food plants back to the U.S.
Besides creating employment, Heinz food processing plants would provide markets for farm products.
Labor unions, give Kerry a nudge, memebership growth, representation, dues are eluding you.
Rubin don't work for the Dems anymore... he would lose his Wall Street cred if he towed the Demonrat line on this.
Outsourcing will stop when employers don't have to pay such outrageous taxes and regulatory fees.
If you own a business, and you can hire a person in another country to do the same work for half the cost you would have to pay in this country .. it's only good stewardship to stockholders to hire the cheaper worker.
What other companies do is they establish facilities in other countries - because it's cheaper to hire labor there and it's faster to get the product to the customer.
WHO CAUSED ALL THIS .. the democrats .. with their over regulation and THEIR UNIONS who demand ever higher salaries and benefits .. driving the employer out of business.
