RATS would like to tie a genocide millstone around Bush's neck. Sudan happened on his watch, etc.. This would cancel out Clinton's specious remarks to Rwanda as Air Force One sat on the tarmac, engines running, "They didn't tell me what was going on. I had no idea it was genocide." I'm sure he felt their pain. RATS would love to see American forces sent here, there, and everywhere so they could criticize endlessly.
