I showed a quote where Kimmitt was emphatic - not a withdrawal. Also, Abizaid was clear, we want all foreign fighters gone and we reserve the right to go anywhere, there is no haven for the insurgents. The goal is the same, the conditions are the same. the tactics and forces to get there is being augments/adjusted.
From the USMC persepctive, this is just an 'added quiver' in their arrow of ways to handle the insurgency (exact words from USMC spokesman in 'The world' intervew).
So where is this 'withdrawal' coming from??? Read the belmot club, looks like most action is in Golan ... these 'withdrawals' are from SE part of city. So I'd surmise that Marines are pulling out of areas in parts of city THAT ARE NOW RELATIVELY PACIFIED and ready for acceptance of Iraqis to man.
Some redeployment, but not a withdrawal.
Bottom line: No US military has agreed with characterizations of it as withdrawal.
