Not true. We may observe the convention of sticking with the terms of the treaty in order to attempt to convince Russia to do the same, but many of the signatories to the original treaty no longer exist.

NATO says (at the link I posted previously) "Ratification Prospects for the Adapted CFE Treaty Ratification by NATO Allies of the Adapted Treaty is awaiting Russia's compliance with adapted CFE flank provisions and continued fulfillment of its Istanbul summit commitments regarding withdrawals of Russian forces from Georgia and Moldova. The Adapted Treaty will enter into force 10 days after instruments of ratification have been deposited by all States Parties."
Repeat - it is meaningless.

Remember...Russian Generals told Saddam not to worry, we'd never make a drive into Baghdad...and if we did, Saddam would be able to turn it into a long drawn out campaign...with Russia's military expertise. Guess the Russian Generals were a little shocked...nyet?

The promise of making Iraq a quagmire certainly made Saddam willing to part with his cash. Too bad for him that Rumsfeld had another idea all together. It still isn't a quagmire and has every prospect of working out. We are not done and there will be some ups and downs along the way, but the basic trends are right. ON TO IRAN!
