I know there are threads here about this, because this is where I read about it.

IIRC, Clinton wanted his offices across the street on government owned property and, you're right, it was something that is "not done". There was speculation that he was trying to form a "shadow" Presidency, and that he would not go away. He would have access to the D.C. media (they are his butt-boys, anyway), and would attempt to undermine President Bush at every turn.

That's all I can remember right now, but I do recall being alarmed at this prospect.
