[history]
After the 1980 census, Democratic Rep. Phil Burton of California manipulated the state's political map to give his party five new congressional seats. He jokingly told his friends it was his contribution to modern art.
The maneuver also made him the father of modern partisan gerrymandering. Since then, as Congress has become evenly and bitterly divided, the redrawing of districts to benefit one political party has reached new intensity, spawning fights from Pennsylvania to Florida to Michigan. Other brawls, involving such issues as how often a state may redistrict, have occurred in Texas and Colorado.

This has to be one of the first times in recent memory (of 100+ articles I've read) that the Politics & Policy section of the Journal has attributed anything negative to Democrats. History is being made.

Democrats sure do hate it when tactics they have applied to others are used on them in turn.
I can not wait until:
1. We have AG's of states start suing abortion clinics and unions
2. Use the IRS to go after political opponents
3. Start running commercials showing how democrats want to starve children and burn down churches

The RATS have used gerrymandering for decades. They're only now complaining since its being used on them. The media is only too happy to focus on this issue.
This will be like campaign finance "reform". No matter what they do to make it appear fair a RAT will find a way circumvent the rules. The Republicans tend to be slow on the uptake.

The democrat party is master of the ponzi scheme fraud. Be inovative for you fraud scheme to give advantage at the early use of the scheme, when everyone else learns to use it, out law it and move to a new scheme.
