I think reforming the school districts to find out were all this money is going, would be a good start.
I agree that public audits would be advisable..... My experiences with the internals of ISDs are limited but I do believe they aren't the most frugal or wisest of money managers.

Quit building $50 million schools and cut spending Bingo!
The school district I (sometimes) teach in just opened THREE brand new schools this fall... 1 elementary and 2 middle schools. $45 to $55 million each.
Was there that much growth in the district population?
Unlikely. More likely it was the overwhelming urge to spend OPM (other peoples' money) and ensure more lifetime jobs for cronies and stroke egos by naming the new facilities after recently-retired fellow travelers.
Meanwhile, property taxes continue to skyrocket.... and Joe Sixpack just gets to bend over and brace himself.
BTW.... does anyone believe that a state income tax would cause property taxes to decline??? I, for one, do not.

Both are morons. The last Texas politician to seriously propose an income tax was nearly throttled in an elevator.
Of course, I wouldn't put it past Dewhurst to try to repeal the law of gravity.

I don't know either personally, maybe they are...... but I do believe they are throwing this out so as to give cover to whatever actions that come down the pike later in the form of increased taxes, fees, etc.

Here in Iowa, the Des Moines ISD brought in a new "super", turns out he's just the type that sees his sole duty as that of wringing more money out of the taxpayer. Ran around for a couple of years until a 1% local option sales tax was passed, solely for the school district. I personally live in Dallas county, but all of the shopping availabe is in Polk county, where you have to pay the tax. So, in other words, I have to pay the extra 1% even though it does not benefit MY schools. Anyway, the funniest part of the whole debacle is that the year after the new sales tax, they're already running around screaming for more money or they'll lay off teachers. Seems that the projected intake froom the sales tax fell below estimates due to a slow down in consumer spending, so of course they play this as a major budget shortfall. Amazingly, people never seem to quit falling for this crap, it's "for the children", don't 'ya know...
