The real issue with elections in the U.S. is massive voter fraud in urban areas. PA arguably went Dem in the last Presidential election due to 100%+ voter turnout in Philly. 100%+? Hmmmmmm. St. Louis, too.
Regarding Max, in the wake of 9/11, GA voters took a hard look at his record, and came to the realization that he was a lot closer to Teddy Kennedy than he was to Zell Miller. Without 9/11, the electorate would have sleepwalked him right through re-election.

I don't know much about Georgia. However, I don't think you can compare primary raw numbers with general election real numbers.
Often, when one party is traditionally much stronger in a local area than the other, people will vote in the primary of the stronger party so they can make a choice. You often see it in the rural South where people will vote in the Dem primary to influence local races, but vote GOP in the general for the national races.
In my county -- a GOP stronghold -- I know a number of Dems who vote in the GOP primary because of the local races.
Plus, 2002 in Georgia was unique because the GOP nominated Senate and Governor candidates who were not from their traditional heartland of the Atlanta suburbs. It only makes sense that Chambliss and Perdue would do better in their home region that an Atlanta politician.

Its a long article, so I admit that I didn't read the whole thing.
But, correct me if I'm wrong here, the article basically places more faith in opinion polls than in the voting machines.
Its pretty well known around here that polls consistantly lean about 3-4% more towards the democrats than actual voting results. There have been several articles on this website about it as well as discussions of how polling is conducted.
Second, the article references Minnesota. The turnaround in Minnesota was largely due to the democrats discusting "Funerally" for the late Senator Wellstone.
You are incorrect in stating that this is gaining traction - at least in regards to the United States.
