He definitely belongs on the list! We need someone who can define the problems and articulate the solutions.
Of course, as the article points out, it is uncommon for members of the "lower house" to be elected president. However, it is not unprecedented. Example: Lincoln. The first Republican president. One term in the House. Two failed senate attempts. Proves that some Illinois lawyers are more equal than other Illinois lawyers.
