In the Silver State of Nevada, The Nevada Policy Research Institute Think tank came up with an alternative budget that does not raise taxes but cuts wasteful spending while focusing resources on core government and priorities. In fact it allocates more money for mental health than the governors proposed budget. (Gov. Gibbons had promised not to raise taxes)
And this is SURE to be popular with legislators whose power depends upon the purchase of votes/loyalty!
