So... why would a goverment pay another govt, to knock off their arch enemy but... warn the offending govt about a terrorist attack.... statesmanship?

Isis? Yeah, they must have attacked because Russia is lining up against Israel in the Hamas war and demanding an Israeli cease fire. The US Government lies don’t even TRY to make sense anymore.

A skeptical person might ask: “Are they part of the setup?” Many terrorist plots are foiled. Some are not. It is not hard to "know" something is going on from signals intelligence and other sources. Knowing actual details of exactly where when and who is much more difficult.
