I’m thinking the launchers are mobile.

They did, however, have human pilots. They could at least evade, which made it something other than simple gunnery practice. Maybe AI-piloted flying bombs will count.
Why not, it’s modern warfare besides it won’t be long before those scale model airplanes will be able to shoot back and I’m curious to know if that’s allowed anymore without catching grief
That means they should start bombing everything in sight until the missiles stop launching.
