Over the past week, three important events have taken place that will have consequences in the medium and long term for the stability, victory and European future of Ukraine. This was stated by Prime Minister Denys Shmyhal during a Government meeting on November 14.
“The first event is the historic decision of the European Commission that Ukraine is ready to start pre-accession negotiations on EU membership. The President of the European Commission Ursula von der Leyen emphasised the progress in the implementation of reforms, noting that during a full-scale war the dynamics of changes is particularly impressive,” said Denys Shmyhal.
The Prime Minister stressed that Ukraine would continue to move along the path of transformation. The Government is drafting bills and decisions.
“The second important event is the adoption of the state budget. Despite the severe consequences of the war, we are optimistic about the future. This year, Ukraine’s GDP will grow by more than 4%, and next year we are planning for 4.6% growth. This is taking into account the risks of wartime,” the Prime Minister said.
Denys Shmyhal noted that the forecasts correlated with the estimates of international financial institutions. In particular, the IMF notes the resilience of the Ukrainian economy and forecasts its growth in 2023 and 2024.
“The third important event is the result of negotiations with the International Monetary Fund on the revision of the financing programme. We have an agreement at the level of experts, and we expect a positive decision of the IMF Executive Board to further allocate a tranche of USD 900 million,” the Prime Minister said.
According to the Head of Government, it is crucial for Ukraine to demonstrate economic recovery, as it is a message to our partners that their support yields concrete results, as well as a signal to domestic and foreign investors that investing in the Ukrainian economy is profitable and promising.

Deputy Head of the Office of the President of Ukraine Roman Mashovets met with the leadership of the American medical corporation Northwell Health.
Roman Mashovets thanked the representatives of the U.S. medical industry for the treatment and rehabilitation of 35 Ukrainian servicemen in 2023, as well as for their constant and substantial support for Ukraine with ICU vehicles, necessary equipment and advisory assistance.
The meeting was organized in pursuance of the agreements reached following the visit of President of Ukraine Volodymyr Zelenskyy to the United States in September this year.
The parties emphasized the importance of establishing a full cycle of treatment and rehabilitation for wounded servicemen in Ukraine.
The U.S. representatives assured of continuous support for the wounded and readiness to contribute to the qualitative improvement of medical care for Ukrainian servicemen and veterans.

Ukrainian Armed Forces have destroyed the third Russian radio-electronic warfare system Svet-KU, according to the Southern Ukraine Defense Forces. “We have the third confirmed case of the loss of a rather rare Svet-KU electronic warfare system by the Russians”, Defense Forces said. Since February 2022, Ukrainian forces have actively sought and captured several rare Russian systems on the battlefield.
The first such trophy was taken by Ukrainian soldiers in March 2022. In August, the Defense Forces destroyed the second mobile Russian radio-electronic warfare system, RB-636 Svet-KU. The recent demilitarization with fire marks the third instance of Ukrainian forces neutralizing the Russian Svet-KU system at the beginning of this month. RB-636 Svet-KU electronic warfare system, designed for surveillance of surrounding signals and radioemitters, analyzing and locating them, and protecting sensible information from adversary interference.
RB-636 Svet-KU entered service with the Russian military in 2012, there is no data on how many of them were delivered to the Russian army. The equipment is capable of tracking signals of different electronic systems, perform their analysis and calculate the coordinates of the source of these signals.

Ukraine Energy Support Fund: Denmark to contribute EUR 7 million

Denmark will transfer a grant contribution totalling EUR 7 million to the Ukraine Energy Support Fund, to be used to purchase equipment to restore energy infrastructure affected by russian attacks. In particular, the partner country will contribute EUR 4 million in the near future. Another EUR 3 million will be provided later.
This was announced by Lars Aagaard, Minister for Climate, Energy and Utilities of Denmark, during a meeting with German Galushchenko, Minister of Energy of Ukraine, at the international conference Energy for the Recovery of Ukraine, organised under the auspices of the Ministry of Energy, taking place in Warsaw.
Lars Aagaard stressed that Denmark would continue to help Ukraine in its confrontation with the russian aggressor, particularly on the energy front. This is a clear position of both the Danish government and Danish business.
German Galushchenko, in turn, thanked Denmark for becoming the first sponsor of the Fund, making a grant contribution of about EUR 536,000, which was used to purchase energy equipment for 10 Ukrainian energy companies.
“During the war, the Ukrainian-Danish energy partnership played an important role in the urgent repair and development of decentralised generation. We appreciate the assistance of the Danish Government and the entire nation, and we are confident in deepening our cooperation to ensure further restoration and modernisation of the Ukrainian energy sector,” the Minister of Energy said.
As a reminder, Ukraine Energy Support Fund was established in spring 2022 at the joint initiative of the Minister of Energy of Ukraine German Galushchenko and European Commissioner for Energy Kadri Simson. The Fund enables governments, international financial organisations and private donors to provide substantial support to the Ukrainian energy sector.
