Ukraine’s Foreign Minister Dmytro Kuleba has said that news with a “positive effect” on Ukraine’s movement towards EU membership will soon appear.

DETAILS: Asked about the results of the European Commission’s assessment of Ukraine’s progress towards EU membership, on the basis of which the European Council is to make a decision on negotiations, the foreign minister said that “the results will not be announced”.
“But I think that by the end of this week you will see events and news that will have, let’s say, a positive effect. The Ukrainian authorities have worked hard to do everything that is required from our side,” he said.
Kuleba reminded his audience that, as he has said in previous months, Ukraine will open EU membership negotiations by the end of this year “if there is no force majeure”.
“This will be the next historic moment. And we are now moving quite confidently towards this goal. I will not disclose the rest. The work continues at all levels,” he concluded.
BACKGROUND:
• In a video address to the leaders of the EU member states at a summit in Brussels, President Volodymyr Zelenskyy called on them to support the start of EU membership negotiations with Ukraine at the end of the year.
• According to media reports, the European Commission intends to present a positive assessment of Ukraine’s progress in applying for EU membership on 8 November, but this assessment may contain additional conditions.
• European Commission President Ursula von der Leyen is reported to be likely to visit Ukraine in early November, which may indicate that the assessment of Ukraine’s progress in the “candidate” reforms will be positive.

President of Ukraine Volodymyr Zelenskyy had a video call with Prime Minister of the Netherlands Mark Rutte.
The Head of State expressed his gratitude for the unwavering support of Ukraine by the Netherlands and the timely fulfillment of previously reached agreements. This includes providing additional missiles for the Patriot air defense systems, preparations for the F-16 transfer, patrol boats, and long-term financial assistance to Ukraine.
The interlocutors discussed in detail the situation on the front lines. Volodymyr Zelenskyy briefed on the defense actions in Avdiyivka in Donbas, offensive operations near Bahmut, and in the south of our country. He also touched upon the preparation of Ukraine’s energy system for the winter period.
The Head of State informed about the continuation of the grain corridor in the Black Sea and Ukraine’s defense needs to protect people, critical infrastructure, and the country’s port facilities.
“It is important to preserve our infrastructure, the grain corridor. We are grateful for your support – support of your people, your team, and, of course, for the military support. This is very important. Thank you also for the decision regarding the aircraft. They will help us control the sky,” the President of Ukraine said.
The parties noted the successful conduct of the third advisors’ meeting in Malta on the implementation of the key principles of the Ukrainian Peace Formula. Volodymyr Zelenskyy expressed his gratitude for the participation of the Netherlands’ representative in this event.
The President also thanked for the initiation of bilateral negotiations on security guarantees in accordance with the Joint Declaration of support for Ukraine. He said that the Netherlands became the first non-G7 country that started such negotiations.
The Head of State also called on the EU to speed up work on the 12th package of sanctions against Russia and to develop an effective mechanism for directing the earnings from frozen Russian assets for the reconstruction of our country.
Volodymyr Zelenskyy and Mark Rutte also discussed the situation in the Middle East, with a particular focus on assistance to citizens of Ukraine and the Netherlands who are in need.
The President said that it is in the interest of the entire world to prevent further escalation and the outbreak of a larger war. He emphasized that Ukraine is ready to work together with its partners to put an end to terror and protect civilian lives.

The Ministry of Social Policy is a beneficiary of the Council of Europe’s Enhanced Social Protection in Ukraine project, which aims to attain that vulnerable groups, including war-affected populations in Ukraine, enjoy an improved level of social rights and social protection.
Oksana Zholnovych, Minister of Social Policy, discussed key areas of cooperation within the project during a meeting with Maciej Janczak, Head of the Council of Europe Office in Ukraine. The meeting was also attended by Iryna Postolovska, Deputy Minister of Social Policy for European Integration, Yuliia Kokoiachuk, Head of the Patronage Service Unit at the Ministry of Social Policy, Siuzanna Mnatsakanian, Senior Project Officer, and Iryna Ostapa, Project Officer, Enhanced Social Protection in Ukraine project.
“All projects supported by the Council of Europe are strategic for us. They are not just technical, but change the philosophy of social relations. This includes a radical reformatting of the approach to the employment of people with disabilities. Our second challenge is the preparation of a new Social Code, which requires detailed and balanced work,” said Oksana Zholnovych.
Among other strategic priorities of the Ministry of Social Policy, the head of the Ministry mentioned the following:
changing the approach to the pension system;
• supporting families in difficult circumstances;
• developing new social services, including psychosocial support, social rehabilitation of veterans’ families, services for people with disabilities and victims of violence;
• establishing a national social services purchaser, procurement mechanisms and service delivery standards;
• expanding the market for social services and engaging the public sector;
• developing family-based forms of parenting and strengthening the protection of children’s rights, deinstitutionalization;
• supporting the elderly and people with disabilities and their integration into the labor market.

Over the past year, the defence-tech sector in Ukraine has been actively developing. In particular, we have launched the Brave1 cluster for the development of defence technologies, increased the production of drones by more than 100 times, and more than 40 manufacturers have joined the Diia.City space. All this allows us to technologically strengthen the military at the front.
Now it is necessary to produce and improve electronic warfare equipment in order to fight the enemy more effectively. This was stated by Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation, in an interview with RBC-Ukraine.
“We are constantly finding technologies to counter enemy electronic warfare. Brave1, the opening of the electronic warfare market in Ukraine, constant field exercises, product testing allow us to catch up and gain an advantage in some areas. But we need to scale this up. Every piece of equipment must be protected by electronic warfare. Every trench, every location of our soldiers must be protected by electronic warfare to analyse the frequencies at which enemy drones fly. This is a huge systematic work and a new doctrine of modern technological warfare,” Mykhailo Fedorov said.
To ensure that the Defence Forces can effectively fight the technological war, the Government is developing new policies and supporting legislative changes. Dozens of draft laws have already been passed, and a resolution was recently adopted to facilitate the approval of UAVs and electronic warfare equipment. This will allow companies to officially sell their products to the state, and the military to get new technology on the front line.
“We need to remove all the bottlenecks that block the development of the private sector. Everything is changing rapidly, and only entrepreneurs can react quickly to such changes and expand production. This is shown by the experience of the First and Second World Wars, when the most progressive manufacturers came together, all opportunities were opened to them, and they created new technologies to win,” said Mykhailo Fedorov.

Vatican declares support for Ukrainian Peace Formula

The Vatican is ready to support the propositions of the Ukrainian Peace Formula regarding humanitarian support and the release of Ukrainian prisoners and children.

He said that the previous two meetings on the peace formula in Denmark and Saudi Arabia is a “commendable effort, one worthy of support”, as it “encourages us not to consider armed confrontation as an unavoidable tool for resolving conflicts”.
“Recalling Pope Francis’ repeated calls for peace, ‘both in his countless interventions and through actions on behalf of Ukraine’… Finding a solution is not the responsibility of Ukraine alone; it is a common responsibility,” Parolin said in his address.
He added that an even greater and “more creative commitment at all levels” is needed, since Ukraine cannot yet protect the integrity of its territory, provide citizens with security and necessary things for life, and achieve peace.
The Secretary of State of the Holy See emphasised his support “for resolving humanitarian issues, such as food security and preservation of the natural environment”, as well as his readiness to “continue its efforts aimed at alleviating the sufferings of the Ukrainian people and the return of prisoners and children to Ukraine”.
BACKGROUND:
• The third Ukrainian Peace Formula meeting, held in Malta on 28-29 October, focused on the issues of nuclear safety, food and energy security, releasing prisoners of war and deported persons, and the restoration of Ukraine’s territorial integrity.
• Representatives of over 66 countries attended the meeting in Malta, a significantly higher number than at the previous meeting in Saudi Arabia. The list of attendees has not been disclosed, but it was revealed that Armenia participated for the first time.

Ukrainian soldiers used a kamikaze drone to destroy the latest Russian T-90M Proryv tank near the village of Chelburda in the occupied Kherson region.
According to censor.net, a video recording of a successful attack by a Ukrainian drone operator was published on social networks.
“On the left bank of the Kherson region in the town of Chelburda, the Russian “no analogs” T-90 M “Proryv” was detected by the aerial reconnaissance of the 406th artillery brigade in the afternoon while moving to a position. Then the “Samosud” crew of the Lastivka UAV unit of the 11th brigade of the Ukranian Army hit an enemy tank with an FPV drone, which later burned to the ground,” says the comment to the video.
The state media of Russia have called the T-90M Proryv the most advanced armored vehicle in the family of T-90 main battle tanks and most of all fit for modern warfare thanks to its all-round armor protection, top-notch all-weather highly automated fire control and enhanced survivability.
Meanwhile, Russian army has lost at least 25 T-90M tanks since Russia’s invasion began on February 24, 2022.

Energy security International activity
Cooperation between Ukraine and international partners is the way to address global energy security challenges. This was discussed at the third meeting of national security and foreign policy advisers on the implementation of President Zelenskyy’s Peace Formula, held in Malta under the chairmanship of Andriy Yermak, Head of the Presidential Office. Energy security is one of the points of the Peace Formula that was discussed.
“russia’s attacks on Ukraine’s energy infrastructure have caused enormous damage and require the development of an international response system to ensure accountability. Ukraine needs a protective ‘shield’ for energy facilities through air defence systems and equipment, as well as the supply and stockpiling of equipment in Europe to restore the energy infrastructure,” said Minister of Energy German Galushchenko.
He noted that such measures were already underway: Ukraine is the first country in the world to introduce multi-level protection of civilian energy infrastructure against the consequences of hostile attacks.
Another important aspect is to ensure international monitoring of energy facilities and mutual protection. It is also necessary to invest in decentralised energy systems, explore alternative ways of supplying energy resources and increase the capacity of interstate electricity interconnections.
The Minister thanked the partner countries, in particular the co-chairs of the Energy Security Working Group, Poland and Denmark, for their joint efforts to implement the Peace Formula.
“We are working together to ensure the reliability of energy supplies, strengthen the resilience of energy infrastructure, diversify energy trade and prevent russian energy manipulation. These are the building blocks of energy security, and thus the well-being of Ukraine and the world,” concluded German Galushchenko.

In the period from October 23 to October 29, the Defense Forces eliminated 4430 soldiers of the Russian Armed Forces, which approximately corresponds to the number of personnel of nine battalions.
This was reported by Censor.NET with reference to the Military Media Center.
Thus, according to the General Staff of the Armed Forces of Ukraine, the losses of the Russian occupiers in the week of 23-29 October were as follows:
-4430 soldiers of the RF Armed Forces (provisionally 9 battalions, as 1 battalion is about 500 personnel);
-85 tanks (provisionally 3 tank battalions, as 1 tank battalion has about 31 units);
-106 armoured combat vehicles ( provisionally 3 motorized infantry battalions, as 1 motorized infantry battalion is about 34 units);
-121 artillery pieces (provisionally 7 artillery divisions, as 1 artillery division includes approximately 18 guns; 7 missiles; 3 aircraft.)
Total combat losses of Russian Federation since beginning of war - about 299,940 people (+860 per day), 5,190 tanks, 7,202 artillery systems, 9,775 armored vehicles.
