Well, if departments like them stupid, his got their wish.
To my mind this is less about dark humor and more about abject stupidity.
Hearing only one side of a telephone conversation and reaching a conclusion is fool’s gold.
Try it some time. In a public setting listen to someone talking on their phone. Imagine them to be a serial killer, a secret agent spy, a drug dealer, a Nazi sympathizer, etc.
See if any of those change your mind about that person’s one sided conversation.
It’s a fun game. It’s also a dangerous one.

Simply projecting to the future. Normal people look at the horrors of Pol Pot’s killing fields and the Nazi death camps. They think it will never happen here. The murderers and torturers and Bureaucrats who destroyed millions of lives in the 20th century were not an aberration they were simply the inevitable result of a totalitarian government like to one were rapid fly transitioning to. And who are going to enforce the evil laws and in the end wind up no different than the aforementioned Nazis and Cambodians? Law enforcement (the clue is in the name) your not so friendly police
The incredible stupidity of Democrat voters has already gone a long way into turning this country into a third world sh!thole, but it can and probably will get lot worse.
His remarks are only callous if he intend them for public consumption. Gallows humor etc.

It’s also not hard to imagine a cop being cynical about things.
They see the worst in people who are on both sides of the law.
