You’re quoting scripture that pertains to Earth. For all you really know, He has come time and again, all over the Universe, in forms and speaking in ways that are tailored to the people of that place and time. As far as I’m aware, the Bible doesn’t really speak to other planets.
As another poster wrote, I don’t put any limits on God or His intentions and plans for the Universe that He created.
