In Fairfax County around 1990 I paid about $21/quarter for water and sewer as I recollect.
The water tasted awful but it was cheap.
You say your water is metered. Most likely you don’t read it yourself (you should occasionally) but somebody does and the readings should be on your bill. Compare your recent bills and note what you were billed for.
Unless the pipe break was on your side of your meter your usage should be normal.
If all your recent readings are consistent you might have to slug a desk down at city hall to get your big bill adjusted. But you have to do it to protect yourself from the next one.
I don't see how, your water meter should be on your house not out min the street.

Usually your water bill includes not only your water usage, but includes an allocation for sewer and water treatment as well.
You have had an unusual amount of rainfall lately, to say the least. That will likely result in a higher allocation for sewer and water treatment.

You might read your meter, fill a tub, and read the meter again.
Unless you live in Jackson, MS, the meter should be fairly accurate.
Keep an eye on your water meter. A leak in the main line out in the street shouldn’t register on your meter.
In Fairfax County, sewer charges were based on winter quarter water use.

Yep, you’re doing it the smart way.
First, call hear an effin thief. That’ll learn her.
Second, keep quiet about the water main break. Why would you want her to know about the likely source of the problem?
Third, keep harrassing her. Don’t worry that your calls are being recorded. They love to give the benefit of the doubt to callers that repeatedly berate the flunkies who answer the phones.
Go out and look at your meter right now. Take a picture of the counter. Compare that to the last read amount and date. Subtract the last date and count from today to get average use and see if that corresponds to your average daily use on prior bills. You could have an underground leak you don’t know about. I’ve had a couple of coworkers find out the hard way their sprinkler system had developed an underground leak.

Doesn't work that way. Sewer is based on how much water you use. It's designed to cover costs of wastewater sewer lines and treatment. It has nothing to do with storm water sewers and run-off. That's a whole different department altogether and not part of a water bill.
We left California in 2010. Among the many reasons we left was a plan to put a meter on our well and to charge us for using the water rights we paid for when we bought the place.
My advice? Move to a free state.

Some people think the best way to win an argument or solve a problem is to yell and cuss and generally act like an asshole toward someone who probably had nothing to do with the problem.
